Vietnam: General assessment of natural, socio-economic characteristics in water resource planning

On September 29, 2015, the Ministry of Natural Resources and Environment of Vietnam issued Circular No. 42/2015/TT-BTNMT on water resource planning techniques.

According to Circular No. 42/2015/TT-BTNMT of the Ministry of Natural Resources and Environment of Vietnam, general assessment of natural, economic and social characteristics in water resource planning is guided as follows:

General natural characteristics of the planning task area include the following contents:

- Geographical location, boundary, length of border line, coastline (if any);

- Total natural area, distribution ratio of terrain types, average elevation; terrain slope direction;

- Major geological formations;

- Area and ratio of forest types;

- Climate and meteorology characteristics;

- The scenic spots, tourist areas, conservation areas, natural heritages.

General socio-economic characteristics include the following contents:

- Administrative units and administrative areas of provinces and districts in the region shall set up planning tasks;

- Total population, population classification, population density, population growth rate;

- Regions with special difficulties, areas of policy, areas of revolutionary bases;

- Main economic sectors and their contribution proportions to GDP, to the provincial and central budgets;

- Current status of land use and land use planning;

- Structure of plants and animals;

- Orientation for socio-economic development.
