According to Circular 28/2024/TT-BCA, citizens can use driving licenses integrated into the VNeID application instead of physical ones in Vietnam starting July 1, 2024.

On June 29, 2024, the Minister of Public Security of Vietnam issued Circular 28/2024/TT-BCA, amending some provisions of Circular 32/2023/TT-BCA, which stipulates the duties, powers, forms, content, and procedures for patrolling, controlling, and handling administrative violations in road traffic by the Traffic Police; and Circular 24/2023/TT-BCA, which regulates the issuance, withdrawal of vehicle registration and license plates.

The documents related to individuals and vehicles that the traffic police will control include:

  • Driving license;
  • Certificates of training in road traffic law, certificates for operating specialized motorbikes;
  • Vehicle registration certificate or an authenticated copy of the vehicle registration certificate accompanied by the original receipt from the financial institution when the original certificate is held;
  • Inspection certificates, inspection stamps for technical safety and environmental protection, and validity confirmation certificates of the inspection certificates and stamps (for types of vehicles required to be inspected);
  • Compulsory civil liability insurance certificate for motor vehicle owners and other necessary documents according to regulations (collectively referred to as documents).

Notably, if the information of these documents has been integrated and updated into the electronic ID card, the electronic identification account on the National Identification Application, or the database managed by the Ministry of Public Security of Vietnam, then the inspection and control will be conducted through the information on the electronic ID card, the electronic identification account on the National Identification Application, and the database.

Checking the information of documents in the electronic ID card, the electronic identification account on the National Identification Application, and the database is as valid as direct inspection of the physical documents.

Thus, according to the new regulations, from July 1, 2024, when the driving license has been integrated and updated into VNeID, verifying the driving license via VNeID will be as valid as using the physical document.

Before July 1, 2024, the traffic police will control the documents related to individuals and vehicles, including:

- Driving license;

- Certificates of training in road traffic law, certificates for operating specialized motorbikes;

- Vehicle registration certificate or an authenticated copy of the vehicle registration certificate accompanied by the original receipt from the financial institution when the original certificate is held;

- Inspection certificates, inspection stamps for technical safety and environmental protection, and validity confirmation certificates of the inspection certificates and stamps (for types of vehicles required to be inspected);

- Compulsory civil liability insurance certificate for motor vehicle owners;

- Other necessary documents according to regulations.

When the databases are connected to the electronic identification and authentication system, verifying the information about the document status through the electronic identification account is as valid as direct inspection of the physical documents.

More details can be found in Circular 28/2024/TT-BCA which comes into force from July 1, 2024, except for Article 2 of Circular 28/2024/TT-BCA which comes into force from  August 1, 2024.
