Recently, the Ministry of Finance in Vietnam has issued Circular 115/2008/TT-BTC guiding the organization of implementation of the state budget estimates for 2009.

Circular 115/2008/TT-BTC stipulates the allocation and assignment of state budget expenditure estimates for socio-economic affairs, national defense, security, and administrative management in 2009 in Vietnam as follows:
- Ministries, central authorities, and the Provincial People's Committees shall cover the funding for performing the following tasks upon budget allocation; simultaneously, ensure stringent and economical budget expenditures,... with the following notable contents:
- Continue allocating funding for implementing the e-commerce development plan for the 2006 – 2010 period.
- Cover funding for administrative reforms.
- Allocate funding for support in the development of rural industries.
- Allocate funding for meeting the needs for information technology application activities.
- Allocate funding for implementing Decision No. 144/2006/QD-TTg
.- Allocate funding for implementing Directive No. 24/2008/CT-TTg
.- Allocate funding for conducting planning work at central and local levels.
- Allocate funding for activities of the Learning Encouragement Association at all levels.
- Allocate funding for AIDS, Drug, and Prostitution Prevention.
- When allocating and assigning budget estimates, Ministries and central authorities must ensure precise alignment with the expenditure estimates assigned by the Prime Minister of Vietnam, guided by the Ministry of Finance, both in total amount and detailed amount by expenditure field. The allocation of expenditure estimates must comply with policies, standards, and norms prescribed by law.
- For provinces and municipalities, the allocation and assignment of estimates must comply with the State Budget Law.
