Vietnam: 09 criteria for technology transfer projects serving rural agriculture and development (Illustrative image)
Under Circular 06/2014/TT-BKHCN, 09 criteria for technology transfer projects serving rural agriculture and development in Vietnam are specified as follows:
- There is a feasible study report, clear production, and business plan, especially ensuring the product occupies a certain proportion in the domestic and foreign markets or creates a new market;
- There are strategies and capabilities in marketing; project management, and financial management capacities; investment plans to enhance scientific and technological capabilities, joint venture and association capacities with partners in training, research, and technology development;
- The project execution contributes to an increase of at least 10% in the added value of the product;
- The added value of the product must be higher than the statistical added value of similar products or product groups by the General Statistics Office (if any);
- The project's quality management system must meet national standards, international standards according to each specialty;
- Finance, mobilization, and use of capital are clear and reasonable.
- The transferred technology has been appraised and assessed to be suitable for each ecological region. The product or service life cycle must ensure sustainable development.
- Priority is given to projects with widespread impact, assisting the replication of the project's results.
- Priority is given to technologies that create new varieties with superior productivity, quality, and resistance; hybridize, improve, and enhance the economic value of plant and animal varieties; innovate advanced technology processes in cultivation, breeding, forest management, exploitation, and aquaculture; automatic or semi-automatic control technology in cultivation, livestock breeding; produce safe crops; intensify in cultivation and farming; preserving, processing agricultural, forestry, and fishery products; prevente and control plant and animal diseases, protecting public health; create biological products to prevent pests and treat the environment; use renewable energy sources; save energy and raw materials; supply clean water, protect the environment; enhancing productivity, quality, and efficiency of traditional village products; produce growth regulators, biological products for crops, animal feed; kits, vaccines, additives for agricultural production; produce new materials, equipment in agriculture, forestry, irrigation, aquaculture; rational and optimal land and water use in production; save; effectively respond to climate change; optimally build and construct irrigation projects.
