Vietnam: 03 required outcomes for graduates of Logistics Administration, Level 4 of VQF (Illustration)
Under Circular 20/2019/TT-BLDTBXH, Logistics Administration, Level 4 of VQF in Vietnam is a profession that involves performing administrative procedures: processing import and export documents, customs declaration documents, Logistics sales, customer service, on-site delivery to ensure the operation, delivery of goods, and execution of the unit's services, thereby minimizing costs, time, competing on price, gaining an advantage in the competitive environment, and generating the highest profit for the business, complying with the industry’s legal regulations. To successfully accomplish these tasks, graduates of Logistics Administration, Level 4 of VQF in Vietnam must meet 03 essential requirements as follows:
1. Knowledge
- Present basic knowledge about politics, culture, society, general and specialized law, national defense and security, physical education as stipulated;
- Present basic knowledge about economics, management, basic marketing, Logistics, accounting principles, economic mathematics, document drafting skills, and archival techniques;
- Identify the position, role, and tasks of the Logistics Administration profession;
- Determine the working processes and content at enterprises operating in the Logistics sector;
- Establish and maintain relationships with partners and customers;
- Describe and present the functionalities and operation methods of communication services, modern tools applied in the Logistics industry, social networks, and e-commerce applications;
- Present the process of creating, archiving, and managing customer and service provider records;
- Present specialized knowledge in international transportation, supply chains, import-export operations, purchasing operations, customs procedures, international payments, sales, customer service, finance, and banking;
- Present knowledge about customs, customs clearance procedures, order reception, domestic and international goods delivery;
- Describe and present products and services related to the Logistics Administration sector;
- Present processes and principles for managing incidents and emergencies in the operation and transaction execution with partners and customers;
2. Skills
- Proficiently use office equipment: fax machine, scanner, photocopier;
- Communicate, exchange, negotiate, and persuade customers;
- Manage time and plan activities;
- Apply processes for receiving, processing information, managing orders;
- Understand customer psychology and needs;
- Update the latest legal regulations related to the profession;- Manage and update customer records and related service providers;
- Perform coordination, cooperate with related departments;
- Monitor, update, and handle arising issues during transactions;
- Supervise and execute payment operations, transactions with service providers, and customers;
- Plan, manage, and organize meetings;
- Manage, use and train staff to organize group, departmental work and conduct staff training to meet job requirements;
- Use basic IT per regulations; exploit, process, and apply IT in several specialized tasks in the industry;
- Use basic foreign language skills, achieving level 2/6 in Vietnam’s Foreign Language Proficiency Framework, applying foreign language to some specialized tasks in the industry;
3. Degree of Autonomy and Responsibility
- Have a sense of disciplinary organization, industrial manner, and high responsibility at work;
- Work carefully and accurately, complying with legal standards;
- Respect professional ethics standards, be enthusiastic in work;
- Be friendly, open, and ready to serve;
