Vietnam: 03 notable regulations on science and technology tasks funded by the National Science and Technology Development Fund (illustrative image)

Under Circular 40/2014/TT-BKHCN, 03 notable regulations on unplanned science and technology tasks of great scientific and practical importance, potential science and technology tasks funded by the National Science and Technology Development Fund in Vietnam are as follows:

1. Principles of topic evaluation

The Fund will evaluate science and technology topics according to the following principles:

-  Evaluate by the Scientific and Technological Council (hereinafter referred to as Scientific Council)) and independent consultant (when necessary).

- Evaluate based on the dossiers.

- Ensure objectiveness, democracy, and equality.

- Be in line with international standards.

2. Scientific Council)

- The Scientific Council is established by the Fund Management Council based on the proposal by the Director of the Fund to advise the Fund on the evaluation, selection and evaluation of the assessment of the research result.

- The Scientific Council has 09 members, in which:

+ 06 members are specialists with expertise apposite to the topic, selected from the specialist database of the Fund;

+  03 members are managers in the fields relating to the research and representatives of organizations able to apply research results.

- The Fund Management Council shall consider and decide the establishment of the Scientific Council with a structure and specialists different than the provisions when necessary.

- The Fund Management Council shall provide specific Regulations on the activities of the Scientific Council.

3. Funding for topic implementation

- Funding for topic implementation: non-business scientific and technological budget allocated to the Fund and other funding sources (if any).

- Funding for topic management: non-business scientific and technological budget allocated to the Fund annually;

- Estimate and cost standard of the topic is implemented in accordance with effective regulations.
