This is the main content stipulated in Circular 29/2020/TT-BTTTT on the guidance for appointment and salary grading for the professional titles of public employees working in the information technology sector, issued by the Ministry of Information and Communications of Vietnam on October 28, 2020.
Vietnam: 02 important principles of appointment and salary grading for IT public employees (illustrative image)
According to Article 3 of Circular 29/2020/TT-BTTTT, the principles for appointment and salary grading by professional titles of IT public employees in Vietnam are stipulated as follows:
1. The appointment and salary grading for the professional titles of IT public employees, as regulated in Circular 45/2017/TT-BTTTT and Circular 02/2018/TT-BNV, must be based on the position, responsibility, tasks, professional competence being undertaken, and fully meet the specified standards.
2. When appointing from the current professional title of public employees to the professional titles of IT public employees, it is not allowed to combine salary step upgrading or rank promotion for the professional title of public employees.
These principles for appointment and salary grading by professional titles are applied to IT public employees working in public service providers and other related organizations and individuals.
Specifically, IT public employees working in public service providers in Vietnam will be considered for appointment to the professional titles of IT public employees according to the regulations in Circular 45/2017/TT-BTTTT and Circular 02/2018/TT-BNV.
Currently, IT public employees working in public service providers who have been appointed to other grades and professional titles can now be considered for appointment to the equivalent professional titles of IT public employees as regulated in Circular 45/2017/TT-BTTTT and Circular 02/2018/TT-BNV.
Example 1: Mr. Nguyen Van A, who is currently acting as an information technology system administrator in a public service provider, has been appointed and graded a salary for grade III engineer (code V.05.02.07), will be considered for appointment to the professional title of grade III system administrator (code V11.06.14).
Example 2: Ms. Nguyen Thi B, who is currently acting as an information security officer in a public service provider, has been appointed and graded a salary for official (code 01.003), will be considered for appointment to the professional title of grade III information security officer (code V11.05.11).
