Regarding this matter, LawNet would like to answer as follows: 

On March 28, 2024, the Prime Minister issued Official Telegram 27/CD-TTg on the urgent completion and issuance of the National Technical Regulations for Highways and reported the results of the study on investment plans and upgrading of invested high-speed road routes.

To promptly address existing shortcomings and risks of traffic safety, traffic congestion, and traffic accidents, as well as to enhance the capacity and efficiency of high-speed road routes, the Prime Minister requests the following:

- Regarding the issuance of the National Technical Regulations for Highways:

+ The Minister of Transport urgently completes and issues the National Technical Regulations for Highways, paying close attention to thorough review and ensuring strict implementation, in accordance with the Prime Minister's directives on the development of the National Technical Regulations for Highways, including:

(1) International experience research and adaptation to the practical conditions of Vietnam;

(2) Regulations on the number of lanes, cross-sections, median barriers, emergency stopping lanes, design speed, rest areas, etc.;

(3) Principles of layout, design, and organization of intersections, appropriate for practical exploitation requirements, scientific efficiency, width, and design speed of the intersection suitable for the speed of the highway.

Organize and manage the operation and exploitation of high-speed road routes to ensure convenience, safety, and efficiency, in line with the economic and social development requirements and conditions of localities and regions, connecting different areas, maximizing the investment efficiency of high-speed road routes, creating new development opportunities, and driving local and regional economic and social development. Complete before April 5, 2024.

+ Ministries including Science and Technology, Construction, and Natural Resources and Environment proactively coordinate with the Ministry of Transport in the implementation process.

- Regarding the study and investment implementation, immediately upgrade the currently operated and invested high-speed road routes on a phased scale to achieve complete high-speed road routes.

+ The Chairpersons of the People's Committees of provinces and centrally-run cities urgently submit investment plans and upgrading proposals for the high-speed road routes that have been or are being invested in phased scale to the Ministry of Transport, following the Prime Minister's directives in Official Telegram 16/CD-TTg dated February 21, 2024.

+ The Minister of Transport urgently reports to the Prime Minister on the results of the study on investment plans and upgrading of the high-speed road routes that have been invested on a phased scale to achieve complete high-speed road routes in compliance with design standards, technical regulations, and transportation needs, including specific solutions for the earliest investment in 2-lane high-speed road routes, high-speed road routes lacking emergency stopping lanes, rest areas, etc.

The deadline for completion is in accordance with the Prime Minister's directives in Official Telegram 16/CD-TTg dated February 21, 2024.

- Assigning Deputy Prime Minister Tran Hong Ha to directly oversee, and the Government Office to monitor and urge the implementation of this Directive, timely summarizing, and reporting to the Prime Minister on any arising issues.
