Transfer of Records and Documents Regarding Citizen Identification Card (CCCD) in Which Cases?

Recently, the Ministry of Public Security has issued Circular 39/2019/TT-BCA amending and supplementing a number of articles of Circular 10/2016/TT-BCA dated March 3, 2016, by the Minister of Public Security on the regulation of the citizen identification archive.

the transfer of files and documents related to citizen identification as stipulated in Article 10 of Circular 10/2016/TT-BCA amended and supplemented in Clause 3, Article 1 of Circular 39/2019/TT-BCA shall be as follows:

- In the case where citizens who have been issued, renewed, or reissued a Citizen Identification Card or People's Identity Card relocate their permanent residence outside of the province, city under Central Authority: The citizen identification archive management agency at the location from which the citizen relocates shall transfer the original (retain a copy) files and documents regarding citizen identification to the citizen identification archive management agency at the location where the citizen relocates their permanent residence (within 15 days from the receipt of the Change of Household Registration Information Form sent by the residence registration and management agency).- In the case where citizens are issued, renewed, or reissued a Citizen Identification Card at the National Citizen Identification Center under the Department of Administrative Management of Social Order or in a locale other than where the citizen is registered for permanent residence: The agency responsible for issuing, renewing, or reissuing the Citizen Identification Card shall transfer the original (retain a copy) files and documents regarding citizen identification to the citizen identification archive management agency where the citizen is registered for permanent residence (within 15 days from the date of issuance, renewal, or reissuance of the Citizen Identification Card).
