Below is the notable content in Circular 64/2020/TT-BCA stipulating the process of investigation and resolution of inland waterway traffic accidents by the Traffic Police force in Vietnam.

To be specific, Circular 64/2020/TT-BCA stipulates that traffic police officers on patrol duties, handling violations, or officers assigned by competent authorities to the scene of a traffic accident must carry out the following tasks to protect the scene of the traffic accident in Vietnam:
- Place floating buoys to delineate the scene of the traffic accident;
- Protect people, vehicles, property, and goods related to the traffic accident;
- Keep the position, status of vehicles, traces, and evidence intact where possible, paying attention to identify and record any changes that have occurred. In the event of retrieving a vehicle, organize to move it to a safe position and arrange forces to protect the vehicle; if retrieval is not possible, place floating buoys to warn of danger and cooperate with other forces in protecting the scene;
- Use warning lights, signal lights, and danger buoys to protect the scene and ensure the safety of officers examining the scene;
- Deploy officers and position anchored vehicles at both ends (upstream and downstream) about 500 meters from the protected scene area to regulate traffic, warn drivers passing through the scene area to slow down, and observe closely to prevent any danger to the officers examining the scene. If using traffic police vehicles, use flags and activate the siren and priority light system to alert other vehicles.
Additionally, inland waterway traffic police are responsible for organizing traffic regulation to prevent congestion:
- In the event the traffic accident may cause traffic congestion, they must re-route, regulate traffic, and inform the inland waterway management agency to coordinate and ensure traffic safety;
- If the traffic accident has already caused congestion, report to the unit leader for a plan to reinforce forces, vehicles, re-route, regulate traffic, and resolve congestion from a distance.
Note: If a traffic accident shows any signs of the following consequences: fatalities at the scene, deaths on the way to the hospital, deaths while receiving emergency treatment, people missing; victims with crushed, severed limbs, blindness in both eyes, or skull base fractures; three or more people severely injured or evidence of property damage amounting to 100 million VND or more, the procedure is as follows:
- For district-level police officers, report to the Head of the District Police Department to assign investigators for investigation and resolution;
- For provincial-level Traffic Police Department officers, report to the Head of the Department to transfer the case to the competent district-level police investigation agency for resolution.
