Recently, the Prime Minister of the Government of Vietnam decided to designate August 06 annually as Vietnam Cybersecurity Day.

On September 20, 2024, the Prime Minister of the Government of Vietnam issued Decision 1013/QD-TTg about Vietnam Cybersecurity Day.

1. To select August 06 as Vietnam Cybersecurity Day

Choose August 6 annually as Vietnam Cybersecurity Day.

Vietnam Cybersecurity Day is held annually to:

- Accelerate the implementation of national cybersecurity tasks.

- Raise awareness among the public about the role, significance, and benefits of cybersecurity.

- Promote the participation of the entire political system, coordinated action at all levels, and the involvement of the entire population to ensure the effective operation of cybersecurity work.

The Prime Minister of the Government of Vietnam assigns the Ministry of Public Security to take the lead, in cooperation with the Ministry of Culture, Sports and Tourism, Ministry of Science and Technology, Ministry of National Defense, Ministry of Information and Communications, related ministries and central authorities, and the People's Committees of provinces and centrally-governed cities, to develop specific implementation plans; guide and direct the organization of communication activities for Vietnam Cybersecurity Day annually to ensure practicality, efficiency, and cost savings.

- Ministries, ministerial-level agencies, Government agencies, and People's Committees of provinces and centrally-governed cities, based on the plan and guidance of the Ministry of Public Security and the actual conditions of each ministry, central authority, and local authority, to organize appropriate communication activities for Vietnam Cybersecurity Day annually in their respective sources.

- Vietnam Chamber of Commerce and Industry, Vietnam Cybersecurity Association, Vietnam Information Security Association, Vietnam Information Technology Association, Vietnam Internet Association, and other relevant associations should direct their member organizations to participate and organize communication activities for Vietnam Cybersecurity Day annually.

- Vietnam Television, Voice of Vietnam, Vietnam News Agency to develop propaganda plans on channels about cybersecurity and Vietnam Cybersecurity Day.

- Central and local news and press agencies to intensify propaganda and promotion of Vietnam Cybersecurity Day; develop programs to introduce and commend leading agencies, organizations, and enterprises in implementing cybersecurity tasks; organize external communication, and promote Vietnam Cybersecurity Day abroad.

2. Prohibited activities regarding cybersecurity in Vietnam

The prohibited activities regarding cybersecurity are stipulated in Article 8 of the Cybersecurity Law 2018 as follows:

- Using cyberspace to carry out the following acts:

+ Acts specified in Clause 1, Article 18 of the Cybersecurity Law 2018;

+ Organizing, operating, colluding, instigating, bribing, deceiving, luring, training, or coaching people against the Socialist Republic of Vietnam;

+ Distorting history, denying revolutionary achievements, undermining the great national unity bloc, offending religion, discriminating based on gender or race;

+ Disseminating false information causing public confusion, damaging socio-economic activities, hindering the activities of state agencies or public officials, infringing upon the lawful rights and interests of other agencies, organizations, or individuals;

+ Engaging in prostitution, social vices, human trafficking; posting obscene, depraved information; destroying national customs, social morals, and community health;

+ Inciting, enticing, or provoking others to commit a crime.

- Conducting cyber attacks, cyber terrorism, cyber espionage, cybercrime; causing incidents, attacking, infiltrating, taking control, falsifying, disrupting, paralyzing, or destroying important national security information systems.

- Producing, bringing into use tools, means, software, or engaging in acts obstructing, causing disruption to the operation of telecommunications networks, the Internet, computer networks, information systems, information processing and control systems, electronic means; spreading harmful computer programs affecting the operation of telecommunications networks, the Internet, computer networks, information systems, information processing and control systems, electronic means; unlawfully accessing telecommunications networks, computer networks, information systems, information processing and control systems, databases, or other's electronic means.

- Resisting or obstructing cybersecurity protection forces; unlawfully attacking or disabling cybersecurity protection measures.

- Exploiting or abusing cybersecurity protection activities to infringe upon national sovereignty, interests, national security, public order, social safety, legal rights, and interests of agencies, organizations, individuals, or for profiteering.

- Other acts violating the provisions of the Cybersecurity Law 2018.
