Regarding this issue, LawNet would like to answer as follows:

On March 13, 2024, the Minister of Natural Resources and Environment issued Decision 615/QD-BTNMT on the Plan to implement the Emulation Movement "The whole country emulates to build a learning society, promoting lifelong learning in the period 2023–2030" of the Ministry of Natural Resources and Environment.

1. Contents of the nationwide emulation movement on forming a learning society and promoting lifelong learning in the period of 2023–2030 in Vietnam

The content of the emulation movement is as follows:

- Propagate, disseminate, raise awareness and effectiveness of study promotion, talent promotion, lifelong learning, building a learning society and learning model in the context of the digital economy and digital society ; emulate lifelong learning; promote initiatives and solutions to encourage and develop a learning culture within agencies, units, and organizations.

- Coordinate and participate in building mechanisms and policies to support and promote activities of formal and informal educational institutions, cultural institutions, and community learning centers, creating opportunities and favorable conditions for lifelong learners.

- Comprehensively, synchronously, and effectively deploy the main tasks and solutions stated in the Implementation Plan of the Ministry's Project "Building a Learning Society for the Period 2021–2030" (issued under Decision 4172/QD-BTNMT dated December 28, 2023 of the Minister of Natural Resources and Environment).

- Emulate to improve capacity in using modern learning technologies and digital transformation in lifelong learning activities; improve digital capacity and foreign language skills for officials, civil servants, public employees, and workers; Study anytime, anywhere, using any method to serve your work.

- Emulate and promote the lifelong learning movement in agencies, units, and organizations; build a model of citizen learning; and build a learning culture.

- Strive to promptly approach the trends and international experiences in the field of education, lifelong learning, online learning in the open education system, distance learning, and actively participating in the global learning city.

2. Emulation criteria to build a learning society and promote lifelong learning in the period 2023-2030 in Vietnam

* For educational, training, and fostering establishments under the Ministry:

- Timely and proactively participate in building and perfecting mechanisms and policies to promote lifelong learning and build a learning society.

- Pay attention to investing resources, including finance, facilities, and equipment, to ensure the provision of learning services for all classes of people, programs, and learning materials according to the functions and tasks of the agency or unit. Implement well the assigned tasks in Plan 444-KH/BCSĐTNMT dated November 14, 2018 of the Party Committee and the Party Executive Committee of the Ministry of Natural Resources and Environment to implement Resolution 26-NQ/TW dated May 19, 2018 of the Seventh Conference of the Central Executive Committee, Session XII on focusing on building a team of officials at all levels, especially at the strategic level, with sufficient qualities, capacity, and prestige, on par with their tasks.

- Organize a practical and effective emulation movement with rich and diverse content and forms to propagate, disseminate, and raise awareness for officials and workers in agencies and units about lifelong learning, building a learning society in the digital economy, digital society, and digital government; strengthen and form habits of proactive, self-directed learning and updating knowledge in the technology environment with the motto of self-study as the main priority.

- Have a training and fostering plan for officials and workers under management authority.

* For agencies and units under the Ministry (except for the units mentioned above)

- According to assigned functions and tasks, promptly and proactively participate in building and perfecting mechanisms and policies to promote lifelong learning and build a learning society.

- Organize practical and effective emulation movements with rich and diverse content and forms to propagate and disseminate to raise awareness for officials, civil servants, public employees, and workers in agencies and units on lifelong learning, building a learning society in the digital economy, digital society, and digital government; strengthen and form habits of proactive, self-directed learning and updating knowledge in the technology environment with the motto of self-study as the main priority.

- Have a training and fostering plan for officials, civil servants, public employees, and workers under management; pay attention and create conditions to meet the learning needs of officials, civil servants, public employees, and workers in agencies and units.

* For mass organizations

- Actively propagate and mobilize members, union members, officials, civil servants, public employees, and workers under the Ministry and pioneer in implementing the Emulation Movement, creating consensus and spreading it in society on building a learning society and lifelong learning.

- Effectively deploy solutions to mobilize union members and members to participate in study and talent promotion work.

* For individuals

- Have contributed a lot of effort, intelligence, and material to building a learning society in agencies, organizations, and units.

- Have effective solutions and initiatives in organizing and implementing the Emulation Movement recognized by competent authorities.

- Have been recognized as "Learning Citizen" according to regulations in Decision 324/QD-HKHVN dated October 25, 2023 of the Vietnam Association for Promoting Learning.
