The content mentioned in Official Dispatch 2849/BTTTT-CVT of 2023 on creating conditions for telecommunications businesses to develop infrastructure is issued by the Ministry of Information and Communications.
In the coming time, the Ministry of Information and Communications will license businesses to deploy the fifth generation mobile network (5G) with high frequency usage characteristics, so the number of base stations (BTS) will increase by about 2 times compared to the number of existing BTS stations.
In order to meet the requirements of coverage and speed for users and quickly deploy the 5G network with the goal of 100% of the population being covered by 2030 and to promote the development of synchronous telecommunications infrastructure to meet the needs of digital transformation and development of industries, increase sharing among telecommunications businesses and between industries in the area, the Ministry of Information and Communications proposes that the Departments and Committees pay attention to direct the following:
- Giving orientation to building passive telecommunications infrastructure; orienting the integration of passive telecommunications infrastructure with traffic infrastructure; building it into provincial and city planning to serve as a basis for concretization in traffic planning, construction, and planning of passive telecommunications infrastructure.
- Removing difficulties in sharing and using passive telecommunications infrastructure (cable drains, installing antennas in buildings, etc.) in the process of project formulation, design, and construction in buildings with many users (apartments, office buildings, hotels), traffic works, industrial parks, export processing zones, hi-tech parks, and urban areas to ensure businesses have equal access to customers and provide high quality telecommunications services.
- Enhancing the common use of interdisciplinary technical infrastructure to install cables and telecommunications equipment along roads, streets, sidewalks, bridges, culverts, roads, lighting infrastructure, water supply, and drainage.
- The determination of rents, registration of rents, listing of rents, and negotiation of rental rates for technical infrastructure works for common use shall comply with the provisions of Decree 72/2012/ND-CP of the Government on management and common use of technical infrastructure works and Joint Circular 210/2013/TTLT-BTC-BXD-BTTTT guiding the mechanism, principles of price control, and method of determining the rental price of technical infrastructure works for common use.
- The Government has issued Resolution 149/NQ-CP dated October 10, 2020, on the September 2020 Regular Government Meeting, in which the resolution on the installation of BTS stations by mobile telecommunications businesses on public property is as follows: "The Government has agreed to allow the maintenance of installed BTS stations on public property (without considering the installation and construction of new BTS stations) until there are new regulations of the Government". Currently, the Ministry of Information and Communications is developing and advising the National Assembly and the Government on the draft revised Telecommunications Law, which considers and removes this content. The Ministry of Information and Communications requests the Committee to direct departments, branches, agencies, organizations, and enterprises in the area to implement the Government's Resolution to ensure stability in coverage and quality of telecommunications services.
During the implementation process, the Ministry of Information and Communications would like to receive comments and recommendations to coordinate with the People's Committees of provinces, cities, and ministries to complete legal documents and solve difficulties.
The Ministry of Information and Communications wishes to continue to receive the companionship of the People's Committees of the provinces and cities so that the telecommunications infrastructure continues to perform well and meet the needs of use and economic and social development, ensuring security and defense in the province.
