Below is a notable content in Circular 35/2020/TT-BGDDT issued by the Ministry of Education and Training of Vietnam on codes, professional title standards, appointment, and salary allocation for teaching public employees in public colleges of education.
To become a primary pedagogical college lecturer in Vietnam, a person must be the author of at least two new scientific articles (Illustrative image)
Article 5 Circular 35/2020/TT-BGDDT stipulates the duties of a primary pedagogical college lecturer in Vietnam (Grade II) - Code: V.07.08.21 as follows:
- Teaching; guiding learners to conduct theses or graduation papers (if any);
- Educating professional ethics and working demeanor for learners through the teaching process. Evaluating learners' academic results and graduation outcomes. Organizing and guiding learners in scientific research; teaching learners effective learning and research methods; identifying the strengths and talents of learners to organize training and nurturing talent;
- Leading or participating in the compilation and appraisal of curricula; proactively and regularly updating scientific achievements into the development of training content and curricula; innovating teaching methods and assessment methods of learners' learning and training results;- Participating in the training and development of the pedagogical college teaching staff in accordance with professional and vocational development requirements; leading or participating in organizing professional and vocational activities in departments, faculties, and educational institutions;
- Participating in class advisory and academic advising; guiding discussions, practical work, experiments, and internships;
- Taking part in compiling textbooks, reference books, specialized books, guidebooks, translating books and textbooks from foreign languages into Vietnamese (collectively referred to as books for training purposes);
- Studying and enhancing political theory, professional knowledge, vocational skills, and teaching methods; participating in practical activities to improve the quality of training and scientific research;
- Participating in management tasks, Party work, union activities, and executing other tasks according to the organizational and operational regulations of the educational institution and other relevant legal provisions.
Moreover, the training and retraining standards for Grade II pedagogical college lecturers include:
- Holding a master's degree or higher suitable for the job position, major, and teaching discipline;
- Holding a pedagogical professional training certificate (for lecturers who did not graduate from a pedagogical university or a technical pedagogical university);
- Holding a certification of training according to the professional title standards of a main pedagogical college lecturer (Grade II).
The professional and vocational competency standards are specified as follows:
- Possessing deep knowledge of assigned subjects and disciplines; knowledge of related subjects and disciplines; extensive understanding of professional practice;
- Mastering the practical and developmental trends in specialized training and scientific research; proficiently applying pedagogical skills and methods to teaching; capable of evaluating and summarizing teaching experiences and methods to popularize and apply them in the educational institution;
- Leading at least one scientific and technological task at a grassroots or higher level that has been evaluated and approved with satisfactory results or higher;
- Leading or participating in the compilation of at least one training book, which has been appraised and approved by the scientific council (approved and established by the head of the educational institution or competent authority) and put into use for training from intermediate level upwards, consistent with the teaching or training specialty of the pedagogical college lecturer, and possessing an international standard ISBN code;
- Authoring at least 02 (two) scientific articles representing scientific research work of the pedagogical college lecturer, published in scientific journals with an international standard ISSN code;
- Capable of applying information technology and using foreign languages in the performance of the duties of a primary pedagogical college lecturer (Grade II);
- The candidate for grade promotion or consideration to the position of primary pedagogical college lecturer (Grade II) must have held the position of pedagogical college lecturer (Grade III) or an equivalent position for a minimum of 09 (nine) years for those with a university degree, or 06 (six) years for those with a master's degree; among which, they must have held the position of pedagogical college lecturer (Grade III) for at least 01 year (full 12 months) by the deadline for application submission for promotion or consideration.
