Title "Emulation Flag of the Ministry of Education and Training"

Specifically, according to the provisions of Circular 22/2018/TT-BGDDT, the Emulation Flag of the Ministry of Education and Training is awarded annually at the end of the academic year or working year to the most outstanding and exemplary collective, leading in the sector or emulation cluster, meeting the standards stipulated in Article 26 of the Law on Emulation and Commendation.

At the end of the academic year or working year, the units specified in points a and b, clause 1, Article 2 of Circular 22/2018/TT-BGDDT, shall evaluate, review, and select one department, office, section, or equivalent under the unit, which has exceptional and exemplary achievements leading all departments, offices, sections, and equivalents, to propose to the Minister for consideration and award of the Emulation Flag of the Ministry of Education and Training.

For units with 20 or more departments, offices, sections, and equivalents, the head of the unit shall divide into two emulation blocks: the teaching block and the teaching support block, selecting two collectives with exceptional and exemplary achievements leading each emulation block, to propose to the Minister for consideration and award of the Emulation Flag according to the annual commendation guidance of the Ministry of Education and Training.

At the end of the academic year, the Department of Education and Training shall select one collective with exceptional and exemplary achievements leading the emulation movement initiated by the Ministry of Education and Training for each educational level and training level, and one Department of Education and Training to propose to the Minister for consideration and award of the Emulation Flag.

This is stipulated in Article 5 of Circular 22/2018/TT-BGDDT, effective October 14, 2018.
