The content of this is detailed in Circular 02/2013/TT-BKHDT issued by the Ministry of Planning and Investment, providing guidance on implementing certain contents of the Vietnam Sustainable Development Strategy for the period 2011 – 2020.
When integrating sustainable development contents into strategies, planning, economic - social development plans, and sector/field development for the period 2011 – 2020, it is mandatory to adhere to the three principles listed in Article 5 of Circular 02/2013/TT-BKHDT below:

- The viewpoints, objectives, and orientations for sustainable development must be integrated into the content of strategies, planning, economic-social development plans, and sector/field development plans.- For new strategies, planning, economic-social development plans, and sector/field development plans being developed: the viewpoints and objectives for sustainable development must be emphasized, considered, and deliberated from the initial idea formation, development orientation, and uniformly maintained throughout the stages of preparation, appraisal, approval, implementation, inspection, and supervision of the strategies, planning, economic-social development plans, and sector/field development plans.- For already issued strategies, planning, economic-social development plans, and sector/field development plans: during the implementation process, it is necessary to review and evaluate the sustainability of the strategies, planning, and development plans to propose necessary adjustments and supplements.
