Specifically, the investment in the construction of cemeteries and cremation facilities includes:

- The state invests in the construction of cemeteries and cremation facilities using budget capital, other mobilized capital sources, or invests in the construction of cemeteries in the form of build-transfer contracts;- Organizations and individuals invest in the construction of cemeteries and cremation facilities using non-budget state capital or other legal capital sources.

The provincial-level People's Committee is the agency responsible for selecting the investor for the construction of cemeteries and cremation facilities.
