The standards for being awarded a Certificate of Merit by the Government of Vietnam according to the new draft

This is one of the notable contents considered in the Draft for the second time of the Law on Emulation and Commendation.

The Prime Minister of the Government of Vietnam awards certificates of merit to individuals and collectives meeting the criteria stipulated in Article 72 of the Draft Law on Emulation and Commendation as follows:

- The “Certificate of Merit from the Prime Minister of the Government of Vietnam” is awarded or posthumously awarded to individuals who exemplarily comply well with the guidelines of the Communist Party, policies, and laws of the State and meet one of the following criteria:

- Have outstanding achievements, evaluated in the emulation movement;- Have been awarded a Certificate of Merit by ministries and central authorities, provinces, and continuously performed well for the next 5 years, during which 3 times they were awarded the title of “Grassroots Emulation Fighter” or 2 times ranked as “Outstanding Task Performer”;- Achieve sudden accomplishments in labor, study, work with influential scope and set examples in the field under ministries and central authorities, provinces, or achieve sudden accomplishments, receiving high awards in the region;

- The “Certificate of Merit from the Prime Minister of the Government of Vietnam” is awarded to workers, farmers, and exemplary laborers who comply well with the guidelines of the Communist Party, policies, and laws of the State and meet one of the following criteria:

- Achieve multiple or sudden accomplishments in labor and production with an influential scope in the district;- Workers with initiatives that bring high value benefits with an influential scope in the district and have contributions in training, nurturing, and helping colleagues to improve professional knowledge and skills;- Farmers with effective and stable production models for 2 years or more, helping farming households to alleviate poverty and create jobs for laborers;- Entrepreneurs achieving multiple accomplishments, having important contributions to the development of the district or equivalent, or sector recognized by ministries, provincial levels.

The “Certificate of Merit from the Prime Minister of the Government of Vietnam” is awarded to collectives exemplarily complying well with the guidelines of the Communist Party, policies, and laws of the State, maintaining internal unity, and meeting one of the following criteria:

- Achieve sudden accomplishments with an influential scope in ministries and central authorities, provinces;- Have outstanding achievements, evaluated in the emulation movement;- Have outstanding achievements evaluated in emulation movements initiated by the Central Emulation and Commendation Council or ministries, branches, and provinces during the preliminary or summary period of 3 years or more;- Have been awarded the Ministerial, Branch, and Provincial Level Certificate of Merit and continuously performed excellently for the next 5 years, during which granted once the Ministerial, Branch, and Provincial Level Emulation Flag or twice the Ministerial, Branch, and Provincial Level Certificate of Merit.

- The “Certificate of Merit from the Prime Minister of the Government of Vietnam” is also awarded to families exemplarily complying well with the guidelines of the Communist Party, policies, and laws of the State, making significant contributions in terms of labor, land, and assets to the local area and society.
