The Responsibilities of Educational Institutions in Awarding and Receiving Scholarships and Grants

On August 11, 2011, the Ministry of Education and Training issued Circular 35/2011/TT-BGDDT regulating the awarding and receiving of scholarships and allowances for learners in educational institutions within the national education system.

What responsibilities do educational institutions have in awarding and receiving scholarships and grants? (Illustrative image)

As stipulated in Article 8 of Circular 35/2011/TT-BGDDT, the responsibilities of educational institutions in awarding and receiving scholarships and grants for students in the national education system are specified as follows:

1. Responsibilities of the Principal of the Educational Institution:

- Actively seek funding sources and implement measures to encourage sponsors to support students with financial difficulties, students under policy categories, disabled students, and promote talents.- Based on the provisions of this Circular and the specific conditions of the educational institution, issue regulations on the process and procedures for selecting and awarding scholarships and grants; assign tasks to the unit serving as the focal point for receiving, selecting, and awarding scholarships and grants.- Establish a Scholarship and Grant Selection Council at the educational institution, chaired by a representative of the institution's leadership, including representatives from various functional departments and the Parent Representatives Board (for preschools, general education institutions, and continuing education centers) or representatives from the Ho Chi Minh Communist Youth Union, Student Association (for vocational secondary schools and higher education institutions).- Coordinate with sponsors to effectively organize scholarship and grant programs for students.- Monitor, store, and manage files, organize the reception, selection, and awarding of scholarships and grants for students in accordance with Clause 2, Article 5 of this Circular; annually compile and report to the superior educational management agency by August 1st on the scholarships and grants received during the academic year.

2. Responsibilities of the Department of Education and Training:

- Direct the divisions of education and training, and affiliated educational institutions to receive, select, and award scholarships and grants in accordance with the provisions of this Circular.- Organize inspections and audits of the reception, selection, and awarding of scholarships and grants for students at affiliated educational institutions.- Compile the results of the reception, selection, and awarding of scholarships and grants for students at affiliated educational institutions, and report to the Ministry of Education and Training by August 30 annually.- Organize commendations, honors, or advise the provincial People's Committee and the Ministry of Education and Training to reward and encourage agencies, organizations, and individuals that sponsor scholarships and grants for students.
