Regarding this issue, LawNet would like to answer as follows:
On November 15, 2023, the Prime Minister issued Official Telegram 1095/CD-TTg on focusing on responding to and overcoming the consequences of floods in the Central region.
The Prime Minister requested the National Steering Committee for Natural Disaster Prevention and Control, the National Committee for Incident and Disaster Response and Search and Rescue, Ministers, and the Chairman of the People's Committees of provinces and cities closely monitor flood developments, focus on directing and proactively deploying promptly and effectively the work of responding to and overcoming the consequences of floods and rains, ensure life safety, limit property damage and impact on people's production and daily life, and focus on the following tasks:
(1) Chairman of the People's Committee of Thua Thien Hue province and provinces and cities:
- Focus on directing to ensure people's life safety:
+ Direct local radio, television, and mass media to strengthen propaganda and dissemination and instruct people to take measures to ensure safety and limit damage when floods occur.
+ Continue to direct and mobilize forces to organize reviews, promptly detect, proactively evacuate, and relocate people and vehicles (including households and agencies and units) in dangerous, unsafe areas, especially in deeply flooded areas, along rivers and streams, and areas at risk of landslides and flash floods.
+ Deploy guard forces; strictly control and guide safe traffic for people and vehicles, especially in underground areas, spillways, deeply flooded areas, and fast-flowing water, areas where landslides have occurred or are at risk of landslides; Resolutely, do not allow people and vehicles to pass if safety is not guaranteed; Do not let unfortunate human losses occur due to carelessness and subjectivity.
+ Based on the specific situation in the locality, decide to let students leave school to ensure safety; proactively direct and deploy measures to ensure safety for teachers, students, and educational institutions in flooded areas.
- Coordinate with relevant agencies to proactively direct the safe operation of irrigation and hydropower projects and reservoirs in the area to ensure the safety of the project, the safety of the downstream area, to prevent artificial floods from occurring, and to contribute to reducing floods downstream; Deploy work to ensure the safety of dykes, lakes, and dams according to alarm levels, especially key projects under construction, to minimize damage.
- Organize emergency food and necessities relief for households at risk of hunger, especially those forced to evacuate due to floods and landslides, and households in deeply flooded areas that are separated, not leaving people hungry, cold, and without a place to live. Timely organize the implementation of support regimes and policies for households damaged by natural disasters in accordance with the provisions of the law.
- Proactively arrange forces and vehicles in key areas to assist people in evacuating and deploy rescue work when situations occur.
- Direct the work of quickly overcoming the consequences of natural disasters, cleaning the environment, restoring production and daily activities of the people, and studying students immediately after the flood recedes.
(2) The Ministry of Natural Resources and Environment organizes and closely monitors the natural disaster situation, warns, forecasts, and provides complete and timely information to the authorities to serve the work of directing and responding to floods according to regulations.
(3) The Ministry of Agriculture and Rural Development and the Ministry of Industry and Trade, according to their assigned state management functions, coordinate with localities to direct the effective operation and ensure the safety of irrigation and hydroelectric reservoirs; direct the work of ensuring safety for agricultural production, industry, and electrical systems in flooded areas.
(4) The Ministry of Education and Training coordinates with localities to direct the work of ensuring safety for teachers, students, equipment, tools, and school supplies.
(5) The Ministry of Transport shall direct and coordinate with localities to ensure traffic safety, promptly fix incidents, and ensure smooth traffic, especially on main traffic routes.
(6) National Committee for Incident and Disaster Response, Search and Rescue, and Ministries: National Defense and Police proactively direct forces stationed in the area to coordinate and support localities in implementing flood response work according to regulations.
(7) Vietnam Television, Voice of Vietnam, Vietnam News Agency, Nhan Dan Newspaper and mass media agencies increase news coverage and proactively guide people in skills to prevent, respond to, and reduce damage caused by natural disasters.
(8) The National Steering Committee for Natural Disaster Prevention and Control closely monitors the flood situation, proactively directs, inspects, and urges localities to promptly implement work to prevent, combat, and overcome natural disaster consequences according to their authority; report and propose to the Prime Minister to direct the handling of issues beyond authority.
(9) The Government Office shall monitor, urge and report to the Prime Minister according to assigned functions and tasks.
