On June 14, 2024, the Minister of Transport of Vietnam issued Decision No. 732/QD-BGTVT regarding the announcement of administrative procedures in the maritime sector under the management of the Ministry of Transport that are newly issued, amended, supplemented and abrogated.

According to Decision No. 732/QD-BGTVT, the list of newly-issued administrative procedures under the management of the Ministry of Transport includes:

Moreover, Decision No. 732/QD-BGTVT also amends and supplements 01 provincial-level administrative procedure, which is the procedure for approval of onshore and offshore disposal sites.

Decision No. 732/QD-BGTVT also abrogates 01 central-level and provincial-level procedure, which is the procedure for approval of plans for assurance of traffic safety for dredging operations occurring within seaport water areas and inland water areas.

Procedures for approval for applications for dredging of navigation channels, national inland waters

(1) Implementation:

- Submit application:

Any organizations and enterprises that need to perform self-dredging of navigation channels, national inland waters (including capital dredging, maintenance dredging, and emergency dredging) using their own funds (without product recovery) shall submit directly or by post or through the online public service system 01 (one) application using the form as prescribed to the Ministry of Transport.

- Processing application:

Based on the approved strategies, plans, and capital mobilization solutions for the development of maritime and inland waterway infrastructure, and the availability of state budget funds for channel dredging, the Ministry of Transport shall review the application and issue an approval document within 15 (fifteen) days from the date of receipt of the application. If the application is rejected, the Ministry of Transport shall issue a response to the applicant with clear explanation.

(2) Form of submission:

Applicants shall submit directly or by post or through the online public service system.

(3) Composition and quantity of application:

- Composition: Application for approval for applications for dredging of navigation channels, national inland waters.

- Quantity: 01 set.

(4) Processing time limit: 

Within 15 (fifteen) days from the date of receipt of the application.

(5) In-charge agencies:

- Decision-making agency: The Ministry of Transport;

- Agency/person competent to authorize or delegate: None;

- Agency directly implementing administrative procedure: The Ministry of Transport;

- Coordinating agency: None.
