The Ministries and State Agencies Promptly and Fully Implement the Issuance of Documents Enforcing Legal Normative Documents

Recently, the Ministry of Justice issued Circular 14/2014/TT-BTP providing guidance on Decree 59/2012/ND-CP regarding the monitoring of law enforcement activities.

Circular 14/2014/TT-BTP stipulates that the Ministries, ministry-equivalent agencies, and Departments of Justice shall take the lead, cooperate with the units under the Ministries, ministry-equivalent agencies, and specialized agencies under the provincial People's Committee to advise and assist the Ministers, Heads of ministry-equivalent agencies, and provincial People's Committees based on the content for consideration and evaluation of the promptness and completeness of issuing detailed regulatory documents implementing legal normative documents to perform the following tasks:

- Evaluate the promptness and completeness of reviewing, making a list, and issuing a plan to develop detailed regulatory documents issued by the Ministries, ministry-equivalent agencies, or provincial People's Committees or submitted to competent authorities for issuance;- Evaluate the completeness of the detailed regulatory documents compared to the detailed contents assigned as specified in the regulatory document;- Evaluate the progress of issuing detailed regulatory documents compared to the expected issuance timeline as per the plan;- Monitor, urge, and inspect the units under the Ministries, ministry-equivalent agencies, and specialized agencies under the provincial People's Committees and implement measures to ensure the quality and progress of detailed regulatory document development;- Periodically, monthly, quarterly, semi-annually, annually, and upon request of the Ministry of Justice, the legal department of the Ministries and ministry-equivalent agencies shall report on the situation of developing detailed regulatory documents. Upon the request of the Ministry of Justice, the provincial People's Committees shall report on the situation of developing detailed regulatory documents. The report shall specify the progress of each document, the difficulties, obstacles, causes, and propose solutions for resolving them.
