The latest regulations on the model of citizen identification card

Recently, General To Lam - Minister of Public Security signed and promulgated Consolidation Document 01/VBHN-BCA to consolidate regulations related to the citizen identification card model.

Vietnamese citizens aged 14 years or older shall proceed with the procedures for issuance, replacement, and reissuance of the Citizen Identification Card.

Form of the Citizen Identification Card

- The Citizen Identification Card is rectangular, with four rounded corners, 85.6 mm in length, 53.98 mm in width, and 0.76 mm in thickness.- The Citizen Identification Card is made of plastic material, with a thin transparent plastic coating on both sides.- Other languages on the Citizen Identification Card are specified when Vietnam signs treaties or international agreements allowing citizens of the contracting country to use the Citizen Identification Card instead of a passport within each other's territories.- The seal on the Citizen Identification Card uses red ink, depicting a miniature National Emblem of the Department of Administrative Management on Social Order, Ministry of Public Security.

 

Validity period of the Citizen Identification Card

The validity period of the Citizen Identification Card is calculated according to the age for replacing the Citizen Identification Card as regulated in Article 21 of the Law on Citizen Identification.

Responsibility for implementing the regulations on the Citizen Identification Card form

According to the new regulations:

- The Department of Administrative Management on Social Order shall assume the responsibilities of the General Department of Police, specifically: In October annually, the Administrative Management Department prepares a forecast on the national demand for the Citizen Identification Card for the following year and sends it to the Institute of Science and Technology, Ministry of Public Security for the production of the Citizen Identification Card form.- The Institute of Science and Technology will produce the Citizen Identification Card form, manage, and deliver it to the Department of Administrative Management on Social Order and compile the number of damaged card templates for the periodic annual destruction record.- The Public Security Department of the provinces and centrally-run cities will be responsible for preparing a forecast on the local demand for the Citizen Identification Card for the following year and sending it to the Department of Administrative Management on Social Order annually.

Regulations on the application of the Citizen Identification Card

- The new form of the Citizen Identification Card shall be applied from January 1, 2016.- For localities that do not yet have the conditions to issue, replace, and reissue the Citizen Identification Card according to the new form, the implementation shall continue according to Decision 998/2001/QD-BCA(C11) but no later than January 1, 2020, must uniformly follow the new form as stipulated.
