Regarding this matter, LawNet would like to answer as follows: 

On April 12, 2024, the General Department of Taxation issued Official Dispatch 1543/TCT-TCCB on promoting the emulation movement to celebrate the 70th anniversary of the Dien Bien Phu Victory, the 80th anniversary of the establishment of the Vietnam People's Army, and the 35th anniversary of the People's Army Day throughout the tax sector.

In implementation of the guidance of the Ministry of Finance in Official Dispatch 1715/BTC-TCCB dated February 16, 2024 on promoting the emulation movement to celebrate the 70th anniversary of the Dien Bien Phu Victory, the 80th anniversary of the establishment of the Vietnam People's Army and the 35th anniversary of People's Army Day, the General Department of Taxation request the Departments of Taxation, Departments, Offices, and units under the General Department of Taxation to implement the following contents:

(1) Based on the characteristics and assigned tasks, the units shall organize practical and effective emulation movements, closely associated with promoting the patriotic emulation movement, learning and following the ideology, morality, and style of Ho Chi Minh, promoting the tradition of solidarity, creativity, and discipline, and striving to excellently fulfill the budget revenue tasks for 2024 and the period of 2021–2025.

Timely encourage and motivate the collectives, officials, public employees, and employees of the Tax sector to be determined and make efforts to exceed the set targets and tasks of the units and the General Department of Taxation; strive to achieve accomplishments in celebration of the 70th anniversary of the Dien Bien Phu Victory, the 80th anniversary of the establishment of the Vietnam People's Army and the 35th anniversary of the People's Army Day.

(2) Organize widespread propaganda within the Tax sector about activities to celebrate the 70th anniversary of the Dien Bien Phu Victory, the 80th anniversary of the establishment of the Vietnam People's Army and the 35th anniversary of the People's Army Day, propagandize about patriotic emulation movements, typical advanced individuals, good examples in the Tax sector on the electronic portal of the General Department of Taxation, Departments of Taxation, units, and electronic information pages of Tax media agencies.

Deeply propagate to the officials, public employees, and employees of the Tax sector about the love for the country, national pride, revolutionary struggle history, achievements in the cause of national liberation, construction and protection of the Fatherland, arousing pride, national self-esteem, etc.

Strengthen activities to propagate about the People's Defense Day, building a solid "thế trận lòng dân" ("people's heart front") associated with emulation movements launched by the Prime Minister, the Ministry of Finance, and the General Department of Taxation; strive to successfully accomplish the key tasks of the Tax sector and each unit from now until the end of 2024, focusing on propaganda about striving to successfully fulfill the tasks and targets of state budget revenue assigned by the National Assembly.

(3) Organize activities to express gratitude, reciprocity, exchange, and honor heroes, wounded soldiers, families of martyrs, families with revolutionary contributions in the resistance war for national liberation, the cause of building and defending the Fatherland at the agencies and units.

Encourage officials, public employees, and employees to participate in writing articles and submissions on the electronic portals of units and media agencies inside and outside the Tax sector; actively respond to activities to celebrate the 70th anniversary of the Dien Bien Phu Victory, the 80th anniversary of the establishment of the Vietnam People's Army and the 35th anniversary of the People's Army Day; hang up appropriate slogans at important locations of agency headquarters and units.

(4) Commend and promptly reward collectives, officials, public employees, and employees who have outstanding achievements in the emulation movements launched by the Prime Minister, the Ministry of Finance, and the General Department of Taxation, specifically:

- Based on the guidance in Official Dispatch 1397/TCT-TCCB dated April 5, 2024 of the General Department of Taxation, consider and select collectives, officials, public employees, and employees of the Tax sector with outstanding exemplary achievements, typical in the emulation movements and in organizing, deploying, and participating in activities to celebrate the 70th anniversary of the Dien Bien Phu Victory. The application, procedures for commendation shall be carried out according to the guidance in Official Dispatch 1397/TCT-TCCB dated April 5, 2024 of the General Department of Taxation.

- Based on the guidance in Instruction 2895/HD-BTDKT dated December 29, 2023 of the Central Emulation and Reward Board, consider and select collectives, officials, public employees, and employees of the Tax sector with outstanding exemplary achievements, typical in the emulation movements and in organizing, deploying, and participating in activities to celebrate the 80th anniversary of the establishment of the Vietnam People's Army and the 35th anniversary of the People's Army Day, as well as achievements in performing tasks and actively contributing to the cause of building the military, consolidating national defense, and protecting the Fatherland in general, to propose commendation with Diplomas of Merit from the Minister or Diplomas of Merit from the General Director of Taxation.

The application and procedures for commendation shall be carried out according to Instruction 2895/HD-BTDKT dated December 29, 2023, of the Central Emulation and Commendation Board. The commendation application shall be sent to the General Department of Taxation (via the Personnel Organization Department) no later than October 30, 2024, for summarization and submission for commendation.
