The entity maintaining software shall report to the Governor of the SBV if the request is beyond its handling capability

This is an important content in Circular 34/2012/TT-NHNN which regulates the development and maintenance of banking business software by the State Bank of Vietnam, issued on December 27, 2012.

According to Article 29 of Circular 34/2012/TT-NHNN, the information technology unit is responsible for receiving urgent software maintenance requests and sending them to the software maintenance unit for action. If the maintenance request involves software enhancement or upgrade, the information technology unit shall act in accordance with software development regulations specified in Section 1, Chapter II of Circular 34/2012/TT-NHNN.

For maintenance requests beyond the capacity of the software maintenance unit or in case of unresolvable incidents, the information technology unit shall:

- Coordinate with the software maintenance unit to propose a handling solution;- Develop a plan to submit to the Governor of the State Bank of Vietnam for review and decision.

Additionally, the information technology unit is responsible for organizing and storing maintenance records according to the accounting document retention regulations if the maintenance records are accounting documents or part of accounting documents. In other cases, maintenance records must be stored for a minimum of 05 years. Maintenance records include:

- Plans, scenarios, and periodic maintenance minutes;- Technical solutions, error handling records;- Software and related documents to the maintenance activities performed;- Other related maintenance documents.
