Here is the noteworthy regulation mentioned in Circular 16/2013/TT-BCA of the Ministry of Public Security, stipulating the procedures when a People's Public Security officer retires to enjoy a pension.
The application documents for pension benefits for People's Public Security officers should be completed by the Personnel Organization department of their respective units or localities. The documents should be based on regulations and sent to the Social Insurance of the People's Public Security three months before the officer is entitled to receive the monthly pension.
Subsequently, the Social Insurance of the People's Public Security has the responsibility to receive the application for monthly pension benefits, appraise, issue the decision for monthly pension benefits, issue a retirement certificate, provide a pension payment introduction letter, and return the processed retirement documents to the respective units or local authorities for organizing the retirement certificate ceremony.

Additionally, Circular 16/2013/TT-BCA also stipulates the procedure for organizing the retirement certification ceremony as follows:
Step 1: The General Department for Building People's Public Security Forces (Department of Personnel Organization) shall preside, in cooperation with the Office of the Ministry, report to the Minister and the Communist Party Committee of Central Public Security to organize the retirement certification ceremony for the leaders of the Ministry.
Step 2: The Personnel Organization department of the respective units or local authorities, upon receiving the processed retirement documents from the Social Insurance of the People's Public Security, is responsible for reporting to the Party Committee (or the Standing Committee of the Party Committee) and the Heads of the respective units or local authorities (where the officer last worked before retirement) to organize the ceremony. The composition of attendees is decided by the unit head.
The Personnel Organization department of the respective units or local authorities is responsible for guiding the retiring Public Security officers to personally bring their retirement documents (or send the sealed retirement documents by postal service) to the provincial or centrally-run city social insurance where they are registered to reside for the monthly pension registration procedures, and concurrently notify in writing the Public Security departments of the respective provinces or centrally-run cities where the officers reside for retirement for management and implementation of policies.
It should be noted that in cases where the retirement decision was announced before Circular 16/2013/TT-BCA took effect but the retirement certification ceremony has not been organized, the ceremony should be conducted according to Clauses 1, 2, 3, and 4, Article 5.
