This is a noteworthy content in Circular 33/2020/TT-BGDDT of the Ministry of Education and Training of Vietnam regulating the appraisal of local educational materials, issued on September 15, 2020.

Article 7 of Circular 33/2020/TT-BGDDT stipulates the duties and powers of the Chairman of the Council in Vietnam:
- Responsible to the Provincial People's Committee for the activities of the Council, develop and organize the implementation of the Council's work plan.
- Assign tasks to the Vice-Chairman of the Council, the Secretary of the Council, and Council members.
- Resolve within authority and recommend to competent authorities to handle situations arising in the process of organizing the appraisal of materials.
- Perform other duties and powers as stipulated in points a, b of Clause 4, Article 7 of Circular 33/2020/TT-BGDDT.
Additionally, the duties and powers of the Vice-Chairman of the Council in Vietnam include:
- Responsible for the tasks assigned by the Chairman of the Council.
- Perform other duties and powers as stipulated in points a, b, d of Clause 4, Article 7 of Circular 33/2020/TT-BGDDT.
Moreover, the duties and powers of the Secretary of the Council are stipulated as follows:
- Assist the Chairman of the Council in preparing the content and agenda of the Council's meetings.
- Compile and fully summarize the opinions of the Council members.
- Perform other duties as stipulated in points a, b, d of Clause 4, Article 7 of Circular 33/2020/TT-BGDDT.
As for the Council members, their duties and powers in Vietnam are as follows:
- Fully participate in Council meetings; study and evaluate materials based on the appraisal criteria.
- Give opinions and be responsible for the appraisal comments and evaluations.
- In case of inability to attend Council meetings, report to the Chairman of the Council and send written comments and evaluations to the Chairman of the Council before the meeting; written comments on the material appraisal of absent Council members are included in the first appraisal results of the Council.
- Perform other tasks as assigned by the Chairman of the Council.
