According to the provisions of Circular 182/2013/TT-BTC, based on the National Reserve Development Strategy for each period, the national reserve goods managed by the Government of Vietnam, ministries, and sectors, shall develop a plan for building national technical regulations for national reserve goods. Specifically:

- Before June 30 every year, the ministries and sectors managing national reserve goods shall develop the plan for building national technical regulations for national reserve goods for the following year, accompanied by the project for building national technical regulations for national reserve goods, and submit it to the Ministry of Finance.- The plan for building national technical regulations for national reserve goods includes the plan for new construction and the plan for review, revision, and supplementation of national technical regulations for national reserve goods as stipulated in Appendix I, Appendix II attached to Circular 182/2013/TT-BTC (if any).
