On February 10, 2019, Circular 46/2018/TT-BLDTBXH of the Ministry of Labor, Invalids and Social Affairs was issued, stipulating the minimum knowledge volume and competency requirements that learners must achieve upon graduation from intermediate and college levels in fields of materials, metallurgy, production, and other technical technology specializations.

According to the regulations on the minimum volume of knowledge and competency requirements that learners must achieve after graduating from intermediate and college levels in the transportation engineering technology sector, issued together with Circular 46/2018/TT-BLDTBXH, the minimum skills that learners must achieve after graduating in the transportation engineering technology field at the intermediate level are as follows:
- Ability to create plans, identify processes, tasks, and necessary resources to complete work;- Ability to read documents, standards, and profiles of traffic construction projects;- Ability to advise and critique simple technical issues in the field of traffic construction projects;- Ability to conduct comprehensive surveys of a project or an item of bridge works, road works, and drainage system works;- Ability to develop overall and detailed construction methods for each item of grade 5 road projects and some simple items of higher-grade roads depending on specific construction conditions;- Ability to develop overall and detailed construction methods for each item of small bridge works under the guidance of a design lead (simple span) and some simple items of medium and large bridges depending on specific construction conditions;- Ability to design each item of small bridge works under the guidance of a design lead (simple span) and some simple items of medium and large bridges;- Ability to design each item of grade 5 road projects and some simple items of higher-grade roads;- Ability to organize and direct the construction of projects in the field of traffic construction projects;- Ability to check, control, and evaluate the quality of materials and items in constructing traffic projects;- Ability to recognize incidents and arising issues during the deployment of work;- Ability to use basic information technology as prescribed; exploit, process, and apply information technology in professional tasks of the sector;- Ability to use basic foreign language skills, achieving level 1/6 in the Vietnamese language proficiency framework; ability to apply foreign languages to some professional tasks of the sector.
