From February 10, 2019, Circular 47/2018/TT-BLDTBXH issued by the Ministry of Labor, Invalids and Social Affairs (MOLISA) regulating the minimum knowledge volume and competency requirements that learners must achieve after graduating from intermediate and college levels in mechanical engineering and related fields will take effect.

In the Regulation on the minimum volume of knowledge and competency requirements that learners must achieve after graduating from the intermediate, college level of the mechanical equipment manufacturing industry, promulgated together with Circular 47/2018/TT-BLDTBXH, the minimum knowledge that learners must achieve after graduating in mold manufacturing at the college level is stipulated as follows:
- Ability to read and draw detailed drawings, product drawings, and assembly drawings of molds using the first and third angle projection methods (E and A);
- Ability to use some 2D, 3D drawing and design software to design products or molds;
- Ability to use and maintain various common measuring tools and equipment of the trade (coordinate measuring machines, scanners);
- Ability to read and establish manufacturing and assembly processes or mold repair procedures; evaluate technological plans;
- Ability to create simple mold processing programs using basic codes or some automatic programming software (CAM) on numerically controlled machine tools;
- Ability to operate some basic metal cutting machines (milling, turning, drilling, universal grinding) and numerically controlled machine tools (CNC lathes, CNC milling machines, machining centers, wire cutting machines, electrical discharge machines...), mold assembly machines, and handheld machines according to proper procedures and regulations, ensuring safety during product processing;
- Ability to process mold details to meet technical requirements (accuracy level from grade 5 to grade 8, roughness from Rz20 mm to Ra 0.16 mm) within the stipulated time;
- Ability to assemble and repair various types of molds correctly using mold-making techniques;
- Ability to operate and test molds on stamping, casting, and pressing equipment;
- Ability to evaluate the technical condition and promptly detect abnormal signs of molds;
- Ability to detect and repair mold defects to meet technical requirements;
- Ability to use basic information technology according to regulations; exploit, handle, and apply information technology in the professional work of the trade;
- Ability to use basic foreign languages, achieving level 2/6 in the Vietnamese foreign language proficiency framework; apply foreign languages in the professional work of the trade.
