Technical Skill Requirements for the Electrical Measurement Field at the Intermediate Level

Recently, the MOLISA issued Circular 48/2018/TT-BLDTBXH which stipulates the minimum amount of knowledge, and competency requirements that learners must achieve after graduating from intermediate level and college level in the fields of electrical engineering, electronics, and telecommunications.

According to the regulations on the minimum amount of knowledge, competency requirements that learners must achieve after graduating from intermediate and college levels in electrical measurement, issued together with Circular 48/2018/TT-BLDTBXH, the minimum skill requirements that learners must achieve upon graduating from the intermediate level in electrical measurement are as follows:

- Prepare tools, equipment, materials for installing measurement instruments, electrical measurement systems;

- Correctly record installation logs, operation logs as prescribed;

- Be able to use soldering equipment or screws, connectors, bolts for making joints;

- Be able to use continuity testing equipment such as multimeters, determine continuity results, contact resistance, and conclude whether they meet standards or not;

- Be able to use ground resistance testing equipment such as terometers, compare and conclude whether they meet standards or not;

- Be able to use electrical measurement equipment: voltmeters, ammeters, single-phase, three-phase meters, etc.;

- Implement labor safety measures, industrial hygiene, and fire and explosion prevention measures during the installation of electrical measurement systems;

- Install, inspect, and maintain current transformers, voltage transformers;

- Operate measuring instruments, measurement systems according to procedures; handle abnormal conditions and incidents according to procedures, ensuring safety;

- Inspect equipment and materials of the correct type and quantity; transport and store equipment, materials, accessories properly;

- Inspect and test, maintain safety equipment, reserve materials; correctly identify and assess the technical condition of reserve materials;

- Inspect and replace fuses;

- Inspect the working condition of measuring instruments, measurement systems (sensors, measuring meters, insulation, accessories, wires, lightning rods, grounding equipment, signal boards, etc.);

- Detect incidents (if any) and report them;

- Inspect, maintain, and repair high-voltage fuses, arrestors, grounding systems, and high-low voltage electrical cabinets and boards;

- Inspect and maintain electrical measurement systems, control systems, relay protection, and automation in substations;

- Use basic information technology as prescribed; exploit, process, apply information technology in the professional work of the industry;

- Use basic foreign language skills, achieving level 1/6 in the Vietnamese Language Proficiency Framework; apply foreign language skills in the professional work of the industry.
