On February 10, 2019, Circular 46/2018/TT-BLDTBXH issued by the Ministry of Labour, Invalids and Social Affairs will come into effect. This circular stipulates the minimum volume of knowledge and competency requirements that learners must achieve upon graduation at the intermediate and college levels in fields related to materials, metallurgy, production, and other technical technologies.

in the Regulation on the Minimum Knowledge Volume and Competency Requirements for Learners upon Graduation at Intermediate and College Levels in Thermal Engineering Technology Sector, promulgated together with Circular 46/2018/TT-BLDTBXH stipulates the minimum skills that learners must achieve after graduating from the college level in thermal engineering technology as follows:
- Install and operate equipment in refrigeration systems, air conditioning systems, drying systems, and boiler systems to meet technical requirements, ensuring safety for people and equipment;
- Inspect and evaluate the current status of refrigeration systems, air conditioning systems, drying systems, and boiler systems;
- Establish and implement maintenance, repair, and servicing procedures for equipment in refrigeration systems, air conditioning systems, drying systems, and boiler systems;
- Read design and construction drawings;
- Develop maintenance plans for equipment in refrigeration systems, air conditioning systems, drying systems, and boiler systems;
- Proficiently use specialized tools and equipment correctly, ensuring safety for people and equipment;
- Implement industrial hygiene and workplace safety measures;
- Adapt to different working environments (domestic enterprises, foreign enterprises);
- Use basic information technology according to regulations; exploit, process, and apply information technology in professional work in the sector;
- Use basic foreign languages, achieving level 2/6 in the Vietnamese Language Proficiency Framework; apply foreign languages to professional work in the sector.
