The Ministry of Transport issued Circular 92/2015/TT-BGTVT on the regulations for the process of selecting operators for fixed-route passenger transport by automobile on December 31, 2015. In this Circular, the requirements for technical evaluation of operators for fixed-route passenger transport by automobile were specified.

ND-CP 92/2015/TT-BGTVT has stipulated the technical evaluation of fixed-route passenger transport operators as follows:

- The technical evaluation of the Dossier for selecting fixed-route passenger transport operators according to Appendix 2 issued with ND-CP 92.- Any participating unit that does not meet the minimum required score in at least one of the evaluated technical standards is considered non-compliant in terms of technical requirements.- A unit registering for selection with a technical score not less than 70% of the total technical points is deemed to meet technical requirements.- Only units that meet technical requirements will be considered and ranked for selection to operate the routes.
