Section 4, Chapter I, Circular 37/2010/TT-BTNMT stipulates the composition of the technical-economic norms in Vietnam, including:

- Technology labor norms in Vietnam including:

- Job content: includes main operations, auxiliary operations to perform the work step

- Difficulty classification: basic factors affecting the performance of the work step, serving as a basis for building norms according to the type of difficulty;

- Norms: stipulating the time of direct labor to produce a unit product calculated as individual work hours or group work hours/unit product;

- Outdoor labor when having to stop due to weather, the norm is additionally calculated according to the coefficient in Table 1;

- A working shift of 8 hours for normal jobs and 6 hours per shift for particularly heavy, toxic, dangerous jobs.

- Material and equipment norms in Vietnam:

+ Material and equipment norms include material consumption norms, usage norms of tools and equipment:

- Material consumption norms: the quantity of materials necessary to produce a unit product.

- Usage norms of tools and equipment: the necessary usage time of tools and equipment to produce a unit product.

+ Tool usage duration: unit in months.

+ Power consumption of electrical tools and equipment is calculated based on actual working time and power consumption ratio of the equipment plus the allowable loss rate.

+ Power consumption norms in the norm tables are calculated by the formula:

Power norm = (equipment power/hour x working hours x shifts of equipment use) + 5% loss

+ Norms for minor and ancillary tools (inexpensive, quick to wear) calculated as 5% of tool norms in the tool norm table;

+ Small material norms and loss calculated as 8% of material norms in the material norm table.

More details can be found at: Circular 37/2010/TT-BTNMT, which comes into force in Vietnam from February 15, 2011.
