To be specific, in the Regulation on economic-technical norms for the work of meteorological and hydrological data issued together with Circular 39/2013/TT-BTNMT, it is stipulated that the technology labor norm is the direct labor time necessary to produce a product (perform a work step).
The content of the labor norm includes:
- Work content: Listing the basic operations, main operations to perform the work step;- Staffing: Determining the number of workers needed to perform the work step and the technical levels of the job;- Norm: Stipulating the direct labor time to produce a product (perform the work step); The unit of measurement is individual labor or group labor/unit of product. A working day (shift) is calculated as 8 working hours.
* Material and equipment norms
- Material and equipment norms include material usage norms and tool/equipment usage norms (machines).
- Material usage norms: The quantity of materials necessary to produce a product (perform a job);- Tool/equipment usage norms: The number of shifts workers directly use the tools/equipment necessary to produce a product (perform a job).
- Duration of tool/equipment use: The expected time of using the tools/equipment in production activities under normal conditions, in accordance with the economic-technical parameters of the tools/equipment.
- Tool usage duration: The unit of measurement is month.- Equipment usage duration: As stipulated in the joint circulars guiding the preparation of estimates between the Ministry of Finance and the Ministry of Natural Resources and Environment.
- The electricity consumption of electric tools/equipment is calculated based on the power of the tool/equipment and the usage norm of the tool/equipment. The electricity consumption in the norm tables has been calculated according to the following formula: Electricity consumption = (equipment power/hour x 8 hours x number of equipment usage shifts) + 5% loss.
- The norm for small, auxiliary tools is calculated as 5% of the tool norm in the tool norm table.
- The norm for small materials and loss is calculated as 8% of the material norm in the material norm table.
