July 01, 2020 will be the effective date for both the Education Law 2019 and the Law on Officials and Revised Law on Public Employees 2019. With the positive changes from these two laws, teachers at all levels will also have more joy starting from July 01, 2020.

SALARY TABLE FOR TEACHERS OF ALL LEVELS FROM JULY 1, 2020
1. Upgrade to University standards, teacher salaries also increase significantly
According to Thu Ky Luat, as informed to Valued Customers and Members, according to the Education Law 2019, from July 1, 2020, the benchmarking educational level for teachers of all levels will be raised compared to the regulations in the Education Law 2005, specifically:
- For preschool teachers: Must have a college degree in pedagogy or higher. (The current regulation only requires a high school diploma in pedagogy).
- For primary, secondary, and high school teachers: Must have a bachelor's degree in education or higher. (The current regulation requires a high school diploma in pedagogy for primary school teachers; for secondary school teachers, a college degree in pedagogy or a college degree with a certificate in pedagogical training).
With this upgrade in educational standards, teachers’ salaries are expected to increase significantly in the coming period.
It can be seen that according to the current regulations, teachers’ salaries, as public employees, are paid according to the recruitment professional title standards. New teachers will have the lowest title, so the salary they receive will also be the lowest. Currently, the Education sector does not have its salary scale, but the upgrade in educational standards for preschool, primary, and secondary school teachers is also the basis for the initial salary scale for teachers at these levels, logically it has been increased - Mr. Hoang Duc Minh, Director of the Department of Teachers and Educational Management Officers (Ministry of Education and Training) said.
He also added that the expected new salary calculation method will no longer have the concept of a basic salary but a starting amount, after which higher levels will be realized. The initial salary will be introduced as an amount along with coefficients and increased by educational standards, showing that teachers' salaries, especially for preschool, primary, and secondary levels, will be higher than the current system, especially for new teachers.
For the primary level, teachers' educational standards will be raised from intermediate to university, so this is also the level with the most significant changes in salaries. Currently, the starting salary for the intermediate system has a coefficient of 1.86; the university system is 2.34 - this alone shows a significant increase in primary teachers' salaries.
2. With the same complexity of work, teachers are paid the same salary
Specifically, according to Section 3.1.c Part II of Resolution 27-NQ/TW, upcoming statutory pay rates will be abolished and specific salary levels will be applied for officials and public employees; these specific salaries will be calculated based on each individual’s job position.
Specifically implementing this regulation, Article 76 of the Education Law 2019, effective from July 1, 2020, stipulates teachers’ salaries as follows:
Article 76. Salary
Teachers are placed on a salary commensurate with their job position and professional work; they are prioritized for special occupational allowances as stipulated by the Government of Vietnam.
Accordingly, teachers will be paid based on their job position and job complexity starting from July 2020. With the same job complexity, teacher salaries will be the same, with higher working conditions and occupational incentives implemented through occupational allowance policies.
It can be understood that from July 1, 2020, teacher salaries will be paid based on actual capacity and ability to meet job requirements, rather than seniority and qualifications as at present. Therefore, those newly recruited/appointed but meet the job requirements at that position will be paid commensurate with their efforts and job performance.
3. By 2021, the lowest salary for teachers could equal corporate salaries
Specifically, according to Section 2 Chapter II of this Resolution, from 2018 to 2020, the statutory pay rate for officials and public employees will continue to be adjusted to ensure it is not lower than the consumer price index and is in line with economic growth rates while no new occupational special allowances will be added; the goal is that by 2021, the lowest salary for officials and public employees will equal the average lowest regional salary in the corporate sector.
Periodically, salary adjustments will be made in line with the consumer price index, economic growth rates, and state budget capabilities. Specifically:
+ By 2025, the lowest salary for officials and public employees will be higher than the average lowest regional salary in the corporate sector.
+ By 2030, the lowest salary for officials and public employees will be equal to or higher than the highest regional salary in the corporate sector.
