Tasks to Complete Before Putting Rural Roads into Operation

This content is detailed in Circular 32/2014/TT-BGTVT providing guidance on the management and operation of rural traffic roads (GTNT). For more information, refer to Circular 32/2014/TT-BGTVT.

Circular No. 32/2014/TT-BGTVT prescribes that before putting rural traffic roads (RT Roads) into operational use, the investor must:

- Complete procedures for construction investment management according to regulations;- Fully install road signs, guidance boards for management and operation of special works, and traffic safety systems as prescribed in Article 12 of Circular No. 32;- Hand over the documentation specified in Clause 1, Article 11 of Circular No. 32 to the RT Road management authority.

The process of accepting the RT Road completed investment construction for operational use is carried out as follows:

- Step 1: During the handover of the RT Road, the investor, construction contractor, construction supervision organization, and relevant organizations and individuals involved in the construction phase, the RT Road management authority shall check and review the items and components of the RT Road (including the special works operation guidance board as prescribed at Point b, Clause 1 of this Article). In case of defects or quality issues, corrections must be made to meet design standards before the handover can proceed.- Step 2: After receiving the handover of the RT Road for operational use, the RT Road management authority must notify, in writing, the Department of Transport, district-level People's Committee, commune-level People's Committee, and village authorities about the time such RT Road is put into operational use, exploitation load, permitted speed, traffic width limit, and other necessary contents.- Step 3: During the warranty period as prescribed, the investor and construction contractor are responsible for repairing defects, replacing damaged components and items, and fulfilling their obligations according to the legal provisions on construction.
