On April 22, 2016, BKHCN promulgated Circular 07/2016/TT-BKHCN regulating the management of the program to support the application and transfer of scientific and technological advancements to promote socioeconomic development in rural, mountainous areas, and ethnic minority regions for the period 2016 – 2025.

At Article 3 of Circular 07/2016/TT-BKHCN, tasks under the Program include projects and routine tasks under the Program:
- Projects under the Program are application and technology transfer projects according to the provisions of Clause 1, Section III, Article 1 of Decision 1747/QD-TTg dated October 13, 2015, by the Prime Minister of Vietnam approving the Program to support the application and transfer of scientific and technological advancements to promote rural socio-economic development, mountainous areas, and ethnic minority regions for the period 2016-2025.- Routine tasks under the Program include tasks of training, fostering and enhancing the competence of participants in the Program, building a database, and implementing communication activities of the Program according to the provisions of points a, b Clause 2 and Clause 3, Section III, Article 1 of Decision 1747/QD-TTg and tasks serving the management of the Program. The tasks stipulated at points b and c, Clause 2, Section III, Article 1 of Decision 1747/QD-TTg are integrated into the aforementioned projects.
Additionally, projects under the Program are categorized into 2 groups:
- Projects directly managed by the Ministry of Science and Technology (hereinafter referred to as centrally managed projects) are large-scale projects with expected results that can be widely applied in many provinces and cities.- Projects authorized for management by the People's Committees of provinces and centrally-managed cities (hereinafter referred to as locally managed projects) are projects not included in the above-mentioned projects.
Note: The categorization of the above projects is decided by the Minister of Science and Technology based on the advisory opinions of the Advisory Council for determining the list of projects under the Program established by the Minister of Science and Technology.
