This is one of the noteworthy points in Resolution 01/ND-CP on the main tasks and solutions for implementing the socio-economic development plan and the State budget estimate for 2020, issued on January 1, 2020.

To be specific, issued together with this Resolution is an Appendix listing the 2020 performance targets for administrative reform and the construction of the electronic Government of Vietnam, including:
- The proportion of online public services of the Ministry of Health reaching level 4: 100%;
- The proportion of ministries, central authorities, and local authorities connected to the National Cybersecurity Monitoring Center: 90%;
- Streamlining of official staffing: 2%;
- Streamlining of public employee staffing (salaried from the state budget): 2.5%;
- The proportion of departments, bureaus, and equivalents under ministries, ministry-level agencies, and agencies under the Government of Vietnam processing documents and work files (excluding confidential files) in a network environment: 80%;
The proportion of integration and provision of level 3 and 4 online public services by ministries, central authorities, and local authorities on the National Public Service Portal: 30%;

Additionally, the Resolution also sets out annual performance targets for the development of culture and arts, implementation of social progress and equity, and environmental protection, as follows:
- The proportion of preschool teachers meeting the standard training qualifications or higher: 85%;
- The proportion of primary school teachers meeting the standard training qualifications or higher: 62%;
- The proportion of lower secondary school teachers meeting the standard training qualifications or higher: 77%;
- The proportion of upper secondary school teachers meeting the standard training qualifications or higher: 99.98%;
- The proportion of participants in training and retraining programs organized by continuing education institutions: 45%;

In which, the standard training qualifications mentioned above refer to the new standard training qualifications as per the Education Law 2019 effective from July 1, 2020.
