System for Monitoring the Operation of Hydropower Dams: Components and Functions

According to regulations in Article 8 of Circular 09/2019/TT-BCT, the hydropower dam and reservoir operation monitoring system includes:

- The monitoring system within the responsibility of the owner of the hydropower dam and reservoir as prescribed in Circular 47/2017/TT-BTNMT issued by the Minister of Natural Resources and Environment on monitoring water resource exploitation and use.- Hydraulic column or equipment with similar functionality to determine the downstream water level of the dam; in case the downstream of the dam has a hydrometeorological monitoring station, the downstream water level information from this station can be used instead of the hydraulic column or equipment with similar functionality to the hydraulic column.

The owner of the hydropower dam and reservoir is responsible for cooperating with the Provincial Disaster Prevention and Search and Rescue Command, the People's Committee, and the District-level Disaster Prevention and Search and Rescue Command to decide on the location for installing the hydraulic column or equipment with similar functionality to the hydraulic column.

The installation of the warning system for power generation operation and flood discharge is also regulated by Circular 09/2019/TT-BCT as follows:

The owner of the hydropower dam and reservoir is responsible for coordinating with the People's Committee and the Local Downstream Disaster Prevention and Search and Rescue Command in installing the warning system for power generation operation and flood discharge in the downstream area, including:

- Installation location.- Warning equipment installed at each location.- Cases requiring warning.- Warning timing.- Warning methods.- Rights and responsibilities of each organization and individual involved in the warning.
