Recently, the Ministry of Public Security has unanimously promulgated Circular 39/2019/TT-BCA, which amends and supplements certain provisions of Circular 10/2016/TT-BCA dated March 3, 2016 by the Minister of Public Security, regulating the citizen ID archives work.
The Ministry of Public Security added responsibilities to the relevant units in coordinating, exchanging, and providing information about citizens' identification at Clause 9 Article 1 of Circular 39/2019/TT-BCA, specifically:

The Department of Operational Records will coordinate with the Department of Administrative Management on Social Order to inspect, guide, and urge the Operational Records force and the Administrative Management Police force on Social Order to scan the application photos of the 09-digit People’s Identity Card; direct the Operational Records management agencies at all levels to connect and exchange Electronic Data information of the application photos of the 09-digit People’s Identity Card for the citizen identification archive management authorities at all levels, to serve the issuance, exchange, and re-issuance of Citizen Identification Cards, People’s Identity Cards, and crime prevention.
Additionally, the Ministry also stipulates that the residence registration and management agencies must send the Citizen Identification Archive Management Authority where the citizen is registered for permanent residence the Information Change Forms regarding household registration and personal registration when there are changes in household or personal registration to supplement and adjust information in the citizen identification archive.
Beyond the aforesaid responsibilities, relevant units in coordinating, exchanging, and providing information about citizens' identification must also assume the following responsibilities:
- The Citizen Identification Archive Management Authority must regularly and continuously cooperate with Immigration Management units and other relevant units in verifying and providing information on cases of citizens entering, exiting, living, working, or studying in border areas.- The agency that issues the Wanted or Termination of Wanted Notice must send the Wanted or Termination of Wanted Notice to the Citizen Identification Archive Management Authority where the wanted or unwanteds individual is registered for permanent residence to add information to the citizen identification archive.- The Citizen Identification Archive Management Authority must cooperate with the agency managing the Archive of Identified Criminals in exchanging and connecting citizen information in the citizen identification archive with the information of individuals in the Archive of Identified Criminals to serve the verification of personal information of subjects.
