In 2016, the Chief Inspector of the Government of Vietnam signed and promulgated Circular 02/2016/TT-TTCP amending and supplementing several articles of Circular 07/2013/TT-TTCP regulating the process for resolving administrative complaints.
To be specific, Circular 02/2016/TT-TTCP has supplemented regulations on the assignment of duties to verify complaint contents and decisions to verify complaint contents, with new specific provisions as follows:
- The complaint handler shall either verify personally or assign the state-level inspection agency or an agency, organization, unit, or individual under their management to verify the complaint contents.- When necessary, the complaint handler, the agency, the organization, the unit, or the individual assigned the duty to verify shall establish a Verification Team or a Verification Group for the complaint contents.- When the verification period for the complaint contents expires and the complaint handler or the agency, organization, unit, or individual assigned to verify the complaint contents has not completed the verification, the complaint handler may consider extending the verification period. The extension shall not cause the resolution time to exceed the complaint resolution period.
