This is a new regulation specified in Circular 01/2020/TT-BKHCN issued by the Ministry of Science and Technology, amending and supplementing several articles of the Inter-ministerial Circular 24/2014/TTLT-BKHCN-BNV dated October 1, 2014, by the Minister of Science and Technology and the Minister of Home Affairs, stipulating the codes and standards for professional titles of public employees in the field of science and technology.
In Clause 3, Article 1 of Circular 01/2020/TT-BKHCN, additional standards for professional competence and skills are specified for Senior Researchers (Grade I) - Code: V.05.01.01 in the field of science and technology, as stipulated in Clause 3, Article 4 of Joint Circular 24/2014/TTLT-BKHCN-BNV. Specifically, a Senior Researcher (Grade I) must have experience in scientific research and technological development. Officers who are promoted from the position of Principal Researcher (Grade II) to Senior Researcher (Grade I) must have held the title of Principal Researcher (Grade II) or equivalent for at least 6 years, with a minimum of 2 years in the most recent period as a Principal Researcher (Grade II).

Furthermore, a Senior Researcher must have the capability to lead the execution of national-level scientific and technological tasks and to lead or participate in scientific and technological tasks at various levels. They must have chaired at least one national-level scientific and technological task (or chaired at least three ministerial or provincial-level scientific and technological tasks) that has been assessed as passing or above and participated in at least two ministerial or provincial-level scientific and technological tasks that have been assessed as passing or above; or, be the main author or editor of at least one monograph and the main author of at least two scientific articles published in reputable international journals, including one article published in a reputable ISI journal.
Officials participating in the promotion exam to the position of Senior Researcher (Grade I) must, during their tenure as Principal Researcher (Grade II) or equivalent, achieve scientific and technological results or at least 5 conversion points from professional activities, of which at least 3 points must be converted from ministerial or provincial-level scientific and technological task results or from articles published in reputable international scientific journals, and at least 2 points must be achieved in the last two years up to the application deadline for the Senior Researcher (Grade I) promotion exam.
