Circular 52/2018/TT-BLDTBXH issued by the Ministry of Labor, Invalids, and Social Affairs stipulates the minimum amount of knowledge and competency requirements that learners must achieve upon graduation from intermediate to college levels in fields such as agriculture, forestry, fishery, and veterinary. This Circular comes into effect on February 10, 2019.

According to the regulations on the minimum amount of knowledge and competency requirements that learners must achieve after graduating from the intermediate and college levels in the agricultural and forestry extension sector, issued with Circular 52/2018/TT-BLDTBXH, the intermediate level of the agricultural and forestry extension is a sector responsible for organizing the implementation of propaganda, dissemination of knowledge, training, coach and advising, and supporting farmers to promote the development of agriculture, forestry, and fishery production, meeting the requirements of level 4 in the Vietnam National Qualifications Framework.
Graduates will have the ability to perform the following main tasks: Disseminate information on the policies and viewpoints of the Communist Party, as well as the policies and laws of the State in agricultural and forestry production to the public; disseminate techniques, scientific and technological advancements, and exemplary models in agricultural, forestry, and fishery production and business; provide training and coaching to farmers on production skills and the organization and management of agricultural, forestry, and fishery production and business; implement demonstration models and expand advanced scientific and technological models that are suitable for each locality, the needs of producers and industry orientation, and models that practice production associated with product consumption; provide advice on production and rural agricultural services.
Note on the minimum amount of knowledge: 1400 hours (equivalent to 50 credits).
