Subjects eligible for exemption from or reduction in ticket prices when watching movies at theaters in Vietnam are specified in Decree 131/2022/ND-CP dated December 31, 2022.

On December 31, 2022, the government issued Decree 131/2022/ND-CP, detailing a number of articles of the Law on Cinema.

1. Subjects eligible for exemption from or reduction in ticket prices when watching movies at theaters in Vietnam

Exemption and reduction of ticket prices for the elderly, disabled people, people with meritorious services to the revolution, children, people with extremely difficult circumstances, and other subjects as prescribed by law

- Elderly people, people with meritorious services to the revolution, children, people with extremely difficult circumstances, and other subjects as prescribed by law are entitled to a reduction of at least 20% of movie ticket prices when directly using the movie viewing service at the cinema.

- Persons with extremely severe disabilities are exempt from ticket fare; people with severe disabilities are entitled to at least a 50% discount on movie ticket prices when directly using the movie viewing service at the cinema.

2. Rate of Vietnamese movie screenings, Vietnamese cinema time frames, duration, and time frames for children's cinema in the cinema system

- Vietnamese films must be shown in the cinema system, especially films commemorating major national holidays and serving political, social, and foreign missions at the request of the competent state agency.

- Vietnamese films are given priority to be shown in the time frame from 18 to 22 hours.

- The ratio of Vietnamese movie screenings in the cinema system shall be implemented according to the following schedule:

+ Phase 1: From January 1, 2023, to the end of December 31, 2025, ensuring at least 15% of the total number of screenings in the year

+ Phase 2: From January 1, 2026, at least 20% of the total number of screenings in the year is guaranteed.

The movie showtime at the cinema for children under 13 years old ends before 10 p.m.; for children under 16 years old, it ends before p.m.

3. Ratio of broadcast time of Vietnamese films to foreign films; time frame of broadcasting Vietnamese films; duration and time frame of children's movies on channels that broadcast movies on domestic television channels

- Vietnamese films broadcast on domestic television channels must be:

+ Increase screen time during major national holidays when performing political, social, and foreign affairs tasks;

+ At the request of competent state agencies to celebrate major national holidays, serving political, social, and foreign affairs tasks.

- Vietnamese movies are given priority for broadcast in the time frame from 18 to 22 hours.

- The broadcast time of Vietnamese films on television channels shall be carried out according to the following schedule:

+ Phase 1: From January 1, 2023, to the end of December 31, 2025, ensuring at least 15% of the broadcast time of Vietnamese films compared to the total broadcast time of films on domestic television channels, excluding on-demand television services in the cyberspace of a press agency that has a license to operate television;

+ Phase 2: From January 1, 2026, at least 20% of the broadcast time of Vietnamese films is guaranteed to be compared with the total broadcast time of films on domestic television channels, excluding television services.
at the request of a press agency that has a license to operate television in cyberspace.

- Movies for children are given priority for broadcast in the time frame from 18 to 22 hours. Film broadcasting time for children under 16 years old reaches at least 5% of the total broadcast time on domestic television channels.

More details can be found in Decree 131/2022/ND-CP, effective on January 1, 2023, replacing Decree 54/2010/ND-CP; to annul Article 3 of Decree 142/2018/ND-CP; to annul point b, clause 1, Article 8; the phrase "translated summary of movie content" at point b, clause 2, Article 9 of Decree 32/2012/ND-CP; Decree 22/2022/ND-CP is annulled.
