Students will have a unique identifier from February 15, 2020

Circular 26/2019/TT-BGDDT stipulating the management, operation, and use of the Sector Database System on early childhood education, general education, and continuing education was issued on December 30, 2019.

An identification code for an entity managed on the sector database system is a string of characters used to identify that entity on the sector database.

To be specific, the identification code for students is specified in Clause 5, Article 6 of Circular 26 on identification codes in the Sector Database as follows:

5. Each student is given a unique identification code, 20 characters in length, which is automatically generated by the sector database system during the initial creation of their profile based on the mandatory information declared. In the event that a student takes a break, drops out, or transfers, the educational institution from which the student transfers and the Department of Education and Training or the Office of Education and Training that directly manages the student shall update the student's electronic profile status. In the event of receiving a transferring student, the educational institution receiving the student and the Department of Education and Training or the Office of Education and Training that directly manages the student shall update the electronic profile information according to the student's identification code (not deleting the student's profile and identification code in the Sector Database).

Thus, according to the above regulation, from February 15, 2020, each student will officially be issued a unique identification code and will be updated on the Sector Database system based on the mandatory information declared. If a student transfers or drops out, this information will also be updated in the System and not be deleted. This means that the identification code will be retained and linked with the student’s name for life.

Additionally, this Circular also stipulates that the Head of the educational institution is responsible for the accuracy, completeness, and promptness of data of that educational institution in the Sector Database. Similarly, the Office of Education and Training manages and is responsible for the data within the district/municipality scope in the Sector Database.
