Students of correctional schools may meet relatives for no more than 3 hours/time

This is the content stipulated in Circular 43/2015/TT-BCA regarding visits; receiving and sending letters, money, gifts; and telephone communication for students of reform schools and incarcerated individuals in mandatory educational institutions.

As stipulated in Clause 1, Article 3 of Circular 43/2015/TT-BCA, students of the re-education school are allowed to meet with their relatives at the Visiting House of the re-education school (except for cases where they have violated the re-education school's regulations and are being isolated from other students).

Students may meet their relatives for no more than 3 hours per visit. However, in cases where students comply well with the re-education school's regulations, actively study, work, and train, or to exercise their rights and obligations as prescribed by law, the Principal of the re-education school may decide to extend the visiting time but not exceeding 48 hours per visit.

Additionally, Circular 43 stipulates the standards, conditions, time, and location for visits of inmates at compulsory educational institutions, specifically:

- Inmates are allowed to meet their relatives at the Visiting House of the compulsory educational institution twice a month (except for cases where they have violated the institution's regulations and are being isolated from other inmates). Inmates who receive commendations are allowed one additional visit;

- Inmates may meet their relatives for no more than 2 hours per visit. Inmates who comply well with the institution's regulations, actively study, work, or to exercise their rights and obligations as prescribed by law, the Director of the compulsory educational institution may decide to extend the visiting time but not exceeding 4 hours per visit;

- Inmates who make significant efforts in work, study, or strictly adhere to the institution's regulations or have made meritorious achievements may be allowed by the Director of the compulsory educational institution to meet their spouse for up to 48 hours per visit and stay overnight in a private room at the Visiting House.

Students and inmates are allowed to meet their relatives from 7:00 am to 11:00 am in the morning, and from 1:00 pm to 4:30 pm in the afternoon on all weekdays, holidays, and Tet (Vietnamese New Year). In cases where relatives of students or inmates are not aware of the visiting time or come from too far away and cannot visit at the scheduled time, or in other special cases, the Principal of the re-education school or the Director of the compulsory educational institution will consider and decide.

Note, visits must be conducted in Vietnamese. In cases of ethnic minorities or foreigners who do not know Vietnamese, interpretation must be provided or there must be an officer who knows the ethnic language or the foreign language to supervise.

When visiting students or inmates, visitors must maintain cleanliness, have neat hair, wear long clothes, and shoes or sandals. Inmates must wear long clothes provided by the institution. If newly admitted and not yet provided with clothing, they can borrow clothes or wear their own long clothes (if available).
