Here is one of the noteworthy contents in the Second Draft of the Law on Drug Prevention and Control, which is currently being presented by the National Assembly for public consultation.
Enhancing the responsibility of the Ministry of Public Security in the fight against drugs (Illustration)
Article 46 of the Draft Law on Drug Prevention and Control clearly specifies the responsibilities of the Ministry of Public Security in drug prevention and control as follows:
- Develop and implement strategies, guidelines, policies, and plans for the prevention and control of drug-related crimes; summarize the results of the implementation of drug prevention and control plans from various ministries and central authorities, and report to the Government of Vietnam.- Preside over and cooperate with relevant state agencies in combating drug-related crimes; organize the reception and handling of information about drug crimes; control legitimate activities related to drugs.- Issue and implement regulations on the management of drugs and precursors to combat drug-related crimes.- Organize forces to investigate drug-related crimes, guide other agencies to conduct initial investigations of these crimes following legal regulations.- Organize the assessment of drugs and precursors.- Organize the apparatus, train, and retrain officers working in the investigation and combat of drug-related crimes, drug and precursor assessment; control legitimate activities related to drugs.- Implement state statistics on drug prevention and control; manage information about drug-related crimes; supervise, manage, and monitor individuals who illegally use drugs.- Coordinate with the Ministry of Labor, Invalids and Social Affairs to direct the preparation of records and organize the compulsory rehabilitation of drug addicts, maintain security and order at rehabilitation facilities, and inspect drug rehabilitation activities in the community and at rehabilitation centers.- Engage in international cooperation in the prevention and control of drug-related crimes.
Additionally, the Minister of Public Security is responsible for issuing and revoking transit permits for drugs, precursors, narcotic drugs, psychotropic drugs, combination drugs containing narcotic substances, psychotropic drugs, precursor substances; veterinary drugs containing narcotic substances, precursors; issuing and revoking import and export permits for drugs used in combating crimes.
