(1) Vision until 2035

Vietnam's international fiber optic system will be among the leading in the region in terms of quantity, capacity, and quality, making it an advantage to attract investment and build large data centers and hyperscale cloud computing service providers. The diverse, secure, and sustainable connectivity will make Vietnam an important link in the region and international digital infrastructure and drive the transformation of certain cities into digital hubs, promoting digital economic and social development.

(2) Objectives until 2030

- Deploy and operationalize at least 10 new submarine fiber optic cables with modern technology, increasing Vietnam's total number of submarine cables to a minimum of 15 with a capacity of at least 350 Tbps.

- Deploy and operationalize at least 2 submarine fiber optic cables owned by Vietnam for direct connectivity to digital hubs in the region.

- Distribute Vietnam's submarine fiber optic system in a balanced manner in all feasible technical directions: connecting to the North from the East Sea, connecting to the South from the East Sea, and connecting to the southern coastal area.

- Deploy and utilize at least 2 additional international land-based fiber optic cables, ensuring that the total international fiber optic capacity on land reaches at least 15% of the actual usage capacity of the submarine fiber optic system.

(3) Key tasks

* Implementing the international fiber optic cable routes

- By 2027:

+ Deploy and operationalize 4 additional new submarine fiber optic cables, increasing the total capacity to a minimum of 134 Tbps.

+ Continue to maintain Singapore, Hong Kong, and Japan as key digital hubs.

+ Regularly review and evaluate digital hubs, developing appropriate plans for maintaining, shifting, or supplementing connectivity points according to each period.

+ Complete and utilize at least 1 submarine fiber optic cable owned by Vietnam.

+ Deploy and utilize at least 1 additional international land-based fiber optic cable.

- From 2028 to 2030:

+ Deploy and operationalize at least 6 more new submarine fiber optic cables to achieve a total designed capacity of at least 350 Tbps.

+ Complete and utilize at least 1 submarine fiber optic cable owned by Vietnam.

+ Deploy and utilize at least 1 additional international land-based fiber optic cable.

+ Maintain connectivity of up to 90% of the submarine fiber optic capacity to at least 4 major neighboring digital hubs in Asia.

+ Maintain backup connectivity of at least 10% of the submarine fiber optic capacity to at least 2 major digital hubs in the Americas and Europe.

* Ensuring the safety and sustainability of the international fiber optic infrastructure

- For submarine fiber optic cables heading towards the southern coastal area, implement balanced options: direct connectivity to digital hubs, and connectivity with submarine fiber optic cables through consortium models.

- Prioritize participation in consortia with multiple components and multinational connections towards multiple digital hubs.

- Regularly review and adjust priority connectivity options to ensure a balanced distribution of connections.

- The total designed capacity of the submarine fiber optic cables should meet a minimum of 1+2 backup requirements (available capacity three times the actual usage capacity).

- Develop a fast deployment plan for new submarine fiber optic cables (completed within 2 years) in case of sudden growth in demand.
