State Budget Support for Training and Technical Instruction in Artificial Livestock Insemination

1. Training and workshop expenses for livestock artificial insemination technology are used to cover the costs of organizing training classes and workshops on livestock insemination techniques.

- Specifically: direct support for learners; expenses for printing materials, stationery, conference rooms, teaching equipment, practical supplies (if any); teacher, instructor, and technician allowances.- The allowance rate for lecturers follows Decision 1956/QD-TTg dated November 7, 2009, by the Prime Minister of the Government of Vietnam approving the Scheme "Vocational training for rural laborers until 2020."- Direct support rate for participants in the livestock insemination technology training workshop: meal support not exceeding 70,000 VND/person/day of actual study; travel support as a lump sum not exceeding 150,000 VND/person/course. In case of renting accommodation for trainees, 100% of the costs are supported (if any).

2. The Provincial People's Committee (UBND) establishes a one-time support level for training and workshop expenses on artificial insemination technology for livestock to be applied within the province (support level not exceeding 6 million VND/person).

3. Based on the list of units eligible for livestock artificial insemination technology training and workshop published by the Ministry of Agriculture and Rural Development; individuals needing training and workshops on livestock artificial insemination technology (as confirmed by the Communal People's Committee (UBND)) shall register for courses and pay such facilities themselves; after completing the training or workshop and obtaining a certificate, they shall approach the agency or unit assigned by the UBND (according to provincial delegation) for reimbursement of training and workshop expenses.

4. Based on the application form by individuals needing training or workshops on livestock artificial insemination technology confirmed by the Communal People's Committee (UBND); actual training and workshop time; training or workshop certificates issued by the training unit; supported training and workshop expense levels; the agency or unit assigned by the provincial UBND to support training and workshop costs will compile the list and support needs, sending it to the Department of Agriculture and Rural Development for review, appraisal, and submission to competent authorities for approval as the basis for reimbursement and support of training and workshop expenses for individuals.
